Supporting the approval of an amendment to the 2040
comprehensive plan for the City of St. Louis Park under Minnesota
Statutes 462.351 to 462.365 for a portion of the property located at
8528 Highway 7
Whereas, the 2040 comprehensive plan (the “plan”) was adopted by the city council on
August 5, 2019; and
Whereas, the use of said plan will ensure a safer, more pleasant, and more economical
environment for residential, commercial, industrial, and public activities and will promote the
public health, safety and general welfare; and
Whereas, said plan will prepare the community for anticipated and desirable change,
thereby bringing about significant savings in both private and public expenditures; and
Whereas, said plan has taken due cognizance of the planning activities of adjacent units
of government; and
Whereas, said plan is to be periodically reviewed by the City of St. Louis Park planning
commission and amendments made, if justified according to procedures, rules and laws, and
provided such amendments would provide a positive result and are consistent with other
provisions in the plan; and
Whereas, the City of St. Louis Park planning commission held a public hearing and
recommended adoption of an amendment to said plan on August 20, 2025; and
Whereas, the city council has considered the advice and recommendation of the
planning commission; and
Whereas, the contents of planning case file 25-03-CP are hereby entered into and made
part of the public hearing record and the record of decision for this case,
Now therefore be it resolved, by the city council of the City of St. Louis Park that said
plan, as previously adopted by the city council, is hereby amended as follows and as shown in
the attached exhibits:
Change the future land use designation for a portion of the property at 8528 Highway 7
from ROW – Right of way to COM – Commercial; the property as shown in “Exhibit A”
attached hereto.

Be it further resolved, city staff are instructed to submit the comprehensive plan
amendment to the Metropolitan Council for review and authorization to place the
comprehensive plan amendment into effect.
