Accept Roster of Appellants b.Call for Any Additional Appellants c.If any appeals are open, motion to set date/time for continued proceedings … suggested as April 28, 2025 … instruct assessor to inform appellants of reconvene date via phone and e-mail … instruct assessor to re-inspect and re-appraise all parcels under appeal 6.If no appeals are open, board action as follows: Read each appeal into the record where Mutual Agreement has been reached For the mutual agreement category, each parcel should be read into the record and the board may take one group action per DOR direction (April 2016). The St. Louis Park local board of appeal and equalization convened at 6:06 p.m. 2.Roll call - declaration of quorum. Board members present: Paul Baudhuin, Tim Brausen, Sue Budd, Lynette Dumalag, Yolanda Farris, Nadia Mohamed Board members absent: Margaret Rog Staff present: City manager (Ms. Keller), city assessor (Mr. Bultema), appraiser lll/ commercial appraiser (Ms. Nathanson), assessing technician (Ms. Carr) Guests: Josh Hoogland, Hennepin County assessor 3.Appointment of 2024 chair It was moved by Board Member Farris, seconded by Board Member Brausen, to appoint Board Member Sue Budd as chair of the 2025 local board of appeal and equalization meeting. The motion passed 6-0 (Board Member Rog absent). 4.Acknowledgement of trained members (Budd and Mohamed). The board acknowledged Board Members Budd and Mohamed as trained members. 5.Accept roster of appellants and call for any additions. a.Accept Roster of Appellants The appeals were read into the record by City Assessor Bultema. Mr. Bultema noted the valuation appeals that were mutually agreed upon by the property owner and staff (refer to attached Roster for Board action). It was moved by board member Brausen, seconded by board member Baudhuin, to accept the roster of appellants as presented. The motion passed 6-0 (Board Member Rog absent). Mr. Bultema noted that the property of Virgil Voeller II, 2809 Joppa Ave. S, was not revalued at this time. Mr. Bultema asked the board to sustain, as staff needs to arrange the inspection as part of the Hennepin County board process. The motion passed 6-0 (Board Member Rog absent). A walk-in appeal was noted by Chair Budd related to the property owned by Daniel Lindgren, 2810 Ottawa Avenue South, which will be addressed when the proceedings are reconvened. 6.Determination of date and time for continued proceedings (reconvene). It was moved by Board Member Brausen, seconded by Board Member Dumalag, to reconvene the local board of appeal and equalization on April 28, 2025, at 6:00 p.m. and to request appellants to present in writing ahead of time and be available for questions during the April 28, 2025, reconvened meeting. The motion passed 6-0 (Board Member Rog absent). 7. Instruct assessor to: a.Inform appellants for reconvene date via telephone and mail b.Inform appellants of board process c.Inform appellants of the county board application date (May 21, 2025 requested) d.Re-inspect and re-appraise parcels under appeal 8.Completion of the local board certification form. The board completed the local board of appeal and equalization certification form.
