Greg Weigel, 952-924-2612, or the administration department at 952.924.2525. Police advisory commission Wed., March 5, 2025 | 7:00pm Westwood Rm., City Hall – 3rd Floor Minutes 1. Call to order- Chair Gamradt called the meeting to order at 7:05pm. 2. Roll call - Commissioners Gamradt, Eugene, Bennet, Cooper, Dixon, Lynch, Noble, Rich, Rydberg, Stockton, Williams and Wolkenbrod. Com. Diane Slais joined virtually. Observing the meeting was Pat Coleman. 3. Approval of agenda- commissioner Eugene moved – Com. Noble seconded. All commissioners were in favor. 4. Announcements – Pat Coleman reviewed some for the updates going on in 2025. Stipends- Boards and commissioners are approved as of June 1st for a stipend per month for meetings. Term limits were also discussed. Each member is approved to serve on two full 3-year terms before being allowed to serve again on the same board or apply for a seat on a new board. 5. Approval of Jan 2025 Minutes - Moved to approved by Chair Gamradt. Seconded by Comm. Eugene. Motion passed. 6. Crime Info, Dept Info/Updates (Lt Weigel) 7. Officer updates o Vision 4.0 i. This was discussed at the first City’s Vision 4.0 meeting where community-based initiatives were discussed at length. More meetings and information to occur in March. o Possible partnership in fall 2025 for community survey i. Chair Gamradt spoke about partnering with a team at the Humphrey School (U of M) about designing surveys. Partnering with students and working to get a proposal/survey for the community. This is a school initiative and has potential for improving the current internal survey process. 8. Lay out workflow & possibly form discussion groups to address work plan items: o Town Halls i. Discussion around setting up work groups. Gathered feedback about how to proceed. The goal is to have a working group by June. o Surveys i. Motioned to connect with SLP Council about potential partnerships proposed by Comm. Eugene. Seconded by Comm. Williams. Motion carried to vote. Approved. o Outreach to other cities’ PAC-adjacent groups Police advisory commission meeting March 5, 2025 i. Discussion about connecting with other cities’ PAC. Previous attempts to connect in the past generated a list of commissions that were active. SLP PAC to start data gathering on surrounding cities’ involvement and work towards a collaboration. o Youth recruitment & involvement i. Ideas about how to present the information to schools over the summer to prepare them for PAC discussions with the students in the fall 2025. o Participating in Vision 4.0 i. Discussion postponed until next meeting. 9. New/Old business - None 10. Adjournment - Meeting moved to adjourn by Comm. Eugene. Seconded by Comm. Williams. Meeting adjourned at 8:26pm.
