Minutes
1. Call to order (The meeting was called to order by Chair Gamradt, 7:01pm)
2. Roll call: Present: Commissioners: Wolkenbrod, Stockton, Rydberg, Dixon, Lynch,
Gamradt, Williams, Cooper, Barrett, Noble; Vice Chair Slais. Absent: Commissioners;
Eugene, Rich, Noble
3. Welcome guests/observers: Staff Liaison Lt. Greg Weigel was introduced as new Staff
Liaison for the PAC. City Community Engagement Coordinator Pat Coleman and Deputy
Chief Nadem were present.
4. Approval of agenda
Moved by Comm Gamradt, seconded by Comm Williams. Commission voted to approve.
5. Approval of August 2024 and December 2024 meeting’s minutes.
6. Commission voted to approve the review of 2024 Annual Report. Chair Gamradt walked
through the process for building the report and what the goals and key initiatives were
for the year. Highlights were the addition of data and statistics on crime trends during
monthly PAC meetings, transparency with calls for service, domestic/behavioral health
calls and PMAC and PAC training discussions. Asst. Deputy Chief Nadem discussed how
the SLP PD had made changes to traffic stop reporting. Former Staff Liaison Garland had
reviewed other state agencies on how data was collected. Changes to the reporting
went into effect 1/1/2025. Information on this will be available in the Police Annual
Report.
7. Discussion on 2025 Annual Work Plan.
Initiatives;
Developing community connections through Town Halls- building strong relations
through listening sessions and addressing community expectations and concerns.
Discussions were how to develop ‘work groups’ to solicit the feedback.
Outreach to other commissions and other cities’ public safety groups- What can be
learned from interacting with other departments and other cities to provide best
practices and structures for the SLP PD and our community engagements.
Youth recruitment and involvement- Ongoing effort to engage youth members for the
PAC in order to provide another perspective on public safety. Opportunity to leverage
School Resource Officer connections.
Survey data gathering- Continue to explore the opportunities to gather feedback on
policing from the community.
PAC feedback on 4.0 vision process. -Engagement of the community to shape vision for
future initiatives.

Commission voted to approve the 2025 Work Plan
8. Crime information, Police Dept. info and updates;
Asst. Chief Nadem gave a brief update on Dept news, staffing, and upcoming outreach
events. Current police headcount is 56. Goal is to be at 63. Bias Crime reported (last 30
days) 1 report.
9. Old/new business:
No old/new business was discussed
10. Adjournment, (Moved by multiple commissioners, seconded by multiple commissioners.
