Call to order: 7:05pm 2. Roll call: Commissioner Kinney, Commissioner Bodin, Commissioner Christenson, Commissioner Gamradt, Commissioner Noble, Commissioner Tousignant, Commissioner Williams, Commissioner Slais 3. Approval of agenda a. Motion: Commissioner Tousignant, Commissioner Slais b. Motion: Approved 4. Approval of last meeting’s minutes – (Wed 9-7-22, 7pm) a. Motion: Commissioner Gamradt, Commissioner Bodin b. Motion: Approved 5. Reports from Officers (If any) – none 6. Updates from subcommittees/task forces a. Connecting with other cities’ PACs and related groups i. Update from subcommittee (Commissioner Morgan) and discussion 1. Need to schedule second meeting, no updates to share ii. Commissioners Morgan, Tousignant, Slais (Subcommittee members) b. Public safety data collection/surveys i. Commissioners Kinney, Slais, McDaniel, Tousignant (Subcommittee members) ii. Survey provider suggestions from Police Dept./City Mgr. for PAC Discussion iii. Subcommittee spent some time looking at the different types of surveys – population survey, interaction with pd/customer satisfaction survey, officer/job satisfaction survey. Population survey is the agreed upon focus. iv. Subcommittee to meet again, reach out to a couple of the organizations to administer the survey v. Commissioner Williams will join subcommittee going forward c. Bias crime subcommittee with HRC (Commissioners Kinney and Christenson) i. Weekly bias crime reports – Lt Garland set up this report ii. Bias crime dashboard 1. Email exchange with the HRC commissioner, need to schedule a meeting 7. Police Accountability/MJRC report/POST Board a. Plan for presentation by POST Exec. Dir. Misselt at 11-2-22 meeting and updated location (SLP Rec. Center 2nd Fl. Banquet Rm.) b. Communication to ED Misselt re topics from last month c. HRC was invited, Lt Garland will send a reminder to their commission 8. PAC Brochure project a. Outreach committee hasn’t met, Lt. Garland sent the initial draft to the Chief to put on his list of items to cover with the City Manager 9. Police Dept. Updates and Crime Info (Lt. Garland) a. 3606 Calls for Service, 700 reports, 21 catalytic converter thefts, 23 social work referrals b. Discussion regarding the partnership with Cornerstone including cell phone donations c. PD will be deploying a bait car in the coming weeks d. Interest form for the catalytic marking event is available today, lottery style drawing e. Brief follow up conversation regarding the level 3 offender – no contacts with him f. Discussed volume of calls to 911 that are not police related g. No bias-motivated crimes in the last month, report will be sent weekly when a crime occurs h. One officer resigned this week, 4 in field training, 1 pathways trainee doing well, 2 new CSO’s, 1 officer reassigned to a DUI enforcement position in Oct, 3 applicants for the 3-year investigator position i. PD is working on an ordinance related to converter thefts, it’s currently under review 10. Old business a. Discussion of alternative meeting nights b.
