4. Approval of last meeting’s minutes – (Wed 6-1-22, 7pm)

5. Reports from Officers (If any) - none
6. Police Dept Info Sharing (Lt Garland)
a. Crime info, Dept updates, and Upcoming Police Community Outreach Events
• Distracted driving enforcement - stopped about 80 vehicles, cited about
half, warnings for about half
• Biased Motivated Crimes – 1 PAC has not yet connected with the HRC
members
• Upcoming community outreach events: catalytic converter marking
event (14th), Fishing with a Cop (7/27 and 8/24), Basketball in the Park
(Thursdays through 8/18), National Night Out (8/2), Citizens Police
Academy (starts 9/8), Skateapalooza (7/13)
• If interested in a ride along for NNO, let Lt Garland know
• Discussion of possible adult bike education program
b. Staffing/hiring: 2 mid way through field training, 4 new CSO cadets, 3-4 new
officers starting mini-academy in July, Pathways candidates undergoing pre-
employment process this week, Hiring process underway for additional CSO
cadets, Police intern and analyst intern entering second month
c. Update on grant support letter submitted by Chair Kinney
• Submitted on June 10th, waiting to hear if SLP was selected. Lt Garland
to send copy of letter out to PAC.
7. Connecting with other cities’ PACs and related groups
a. Update from subcommittee (Commissioner Morgan) and discussion
• Scheduling time to meet with subcommittee to begin
discussions
• New commissioners may contact LT Garland to join
b. Commissioners Morgan, Tousignant (Subcommittee members)
8. Public safety data collection/surveys
a. Final draft survey questions shared by email
• Subcommittee has not met again
• Commissioner Kinney incorporated feedback from last meeting into v4 draft, this
draft was sent to the Deputy Chief and Chief for feedback
b. Commissioners Kinney, Slais, McDaniel, Tousignant (Subcommittee members)
9. On-going discussion of MJRC report on Accountability/POST Board or MN Human Rights
Commission Report
a. Table until next meeting when PAC members have read and bring questions to
next meeting
10. Old business
a. Online use of force tool – final draft is available for review, Chief and Deputy Chief
provided feedback, will be updated quarterly, aiming to launch within the next couple
of months
11. New business
a. Community Leadership Development discussion to be added to future agendas,
possible connection with PMAC
b. PAC Student position is open, referrals to Lt. Garland
