Call to order: 7:05pm a. Intro special guests, if any – None b. Roll Call: Commissioner Tousignant, Commissioner Christenson, Commissioner Bodin, Commissioner Kinney, Commissioner McDaniel, Commissioner Slais, Student Commissioner Khabie, Lt Garland, Commissioner Morgan 2. Approval of Minutes – (Wed 11-3-21, 7pm) a. Motion: Commissioner Slais, Commissioner Bodin b. Motion Approved 3. Elections a. Chair: Commissioner Kinney i. Motion passes unanimously b. Vice Chair: Commissioner Bodin i. Motion passes unanimously c. Secretary: Commissioner Christenson i. Motion passes unanimously 4. Use of Force Public Info Project a. Update from subcommittee/workgroup members i. Lt Garland sent along info from three different cities for the subcommittee to review ii. Lt Garland to send out email survey to understand essential items to be included in the dashboard for SLP b. Collaboration with Community Technology Advisory Commission (CTAC) th i. Joint meeting proposed for January 11 to finalize items to be included in the dashboard 5. Public safety data collection/surveys a. Update from subcommittee (Commissioner Kinney) and discussion i. The Chief indicated City Council is interested in moving forward with some variation of getting public feedback. Should know more in the next month or so. City Council would like the PAC to be involved and has become a greater priority since our meeting in November. ii. Commissioner Slais to join subcommittee th b. January 24 – Police Department to report out at scheduled City Council meeting on a variety of updates where this will likely be addressed. 6. Connecting with other cities’ PACs and related groups (Commissioner Morgan) If you need special accommodations or have questions about the meeting, please call Police Lt. Mike Garland, 952-924-2607 or the administration department at 952.924.2525. Police advisory commission meeting January 5, 2022 a. Commissioner Morgan doing research on which cities to target, narrowed down to a dozen. Will send list to Lt Garland and subcommittee before next meeting. 7. Police Department Drone Policy and Discussion a. Public meeting planning i. Police Department is asking for PAC’s assistance to call a special meeting open to the public on 2/1/2022 at 7pm ii. Meeting will have one agenda item – Opportunity for public comment on the drone policy iii. Proposed date gives time to get the word out with assistance from the City IR staff (social media, newspaper, etc) iv. PAC members need to read the provided policy and be familiar with it prior to proposed meeting b. Fire department purchased two tethered drones to allow them to better assess fire scenes (no facial recognition, biometric scanning, etc). Potential to help PD assess large crime scenes and therefore looking to have a policy in place for PD due to potential privacy concerns. c. Lt Garland provided Unmanned Aerial System (UAS) Operations draft policy for PAC Commissioners to review. d. Discussed reporting requirements per the MN statute, led by the Program Coordinator e. Motion to schedule special meeting on 2/1/2022 at 7pm to assist the PD with hosting public forum: Commissioner Bodin, Commissioner Christenson f. Motion Approved 8. Crime Info Sharing and Police Dept Updates a. Hiring/staffing i. Pathways trainee has 3-4 weeks remaining in training, 2 additional officers have started, and 1 transfer from another department ii. Hiring 1-2 new officers (retirement and expansion) iii. 3 new CSO’s are on duty iv. Sgt Meyer retired on 1-3-2022 and Inv Ryan was promoted to Sgt b. Policy manual update – Final chapter reviews in place and officers acknowledging/reviewing new policies st c. Race data collection project was started on January 1 for all traffic stops. Training program was put in place for all officers and was due to be completed by 12/31/2021. d. Toys for Tots drive was most successful collection to date e. Vehicle Thefts – Most had keys left inside running vehicle f. Mail Theft – Specific apartment was targeted in the mail room and rent box g. Surveillance vehicle in Knollwood is continuing due to high volume thefts from stores such as Ulta h. 4 suspects identified in carjacking at Byerlys. 1 is still unaccounted for and postings have been distributed. 9. Other business / Future discussion topics a. Community involvement in public safety discussion (On-going) i. Host community conversations/neighborhood liaisons Police advisory commission meeting January 5, 2022 b. Use of Force Policy was put place early last year. This was recently challenged and reviewed by a Judge. Policy wording was updated to remove “by the officer” language and is back in effect. c. Commissioner Ibrahim is being sworn in on the School Board on January 11th at 6:30pm in room C350 at SLP High School. 10. Adjournment at 8:25pm a. Motion: Commissioner Kinney, Commissioner Bodin b.
