Call to order Commissioner Morgan called the meeting to order at 7:04 PM. 2. Roll call Commissioner Eugene was absent 3. Welcome guests/observers (if any) Chief Brian Kruelle was in attendance for the first portion of the meeting. 4. Approval of agenda Commissioner Williams made a motion to approve the agenda; motion seconded by Commissioner Kinney. Motion passed unanimously. 5. Approval of last meeting’s minutes – (Wed 4-5-23, 7pm) Commissioner Williams made a motion to approve the minutes from April; motion seconded by Commissioner Kinney. Motion passed unanimously. 6. Announcements from officers or staff liaison (if any) Commissioner McDaniel announced that the May session would be her last meeting. Chief Kruelle thanked the ‘retiring’ Commissioners for their years of service to the Police Advisory Commission and the St. Louis Park Community. Chief Kruelle provided custom thermos to Commissioners Kinney and McDaniel. 7. Updates from subcommittees/task forces a. By-laws review (Gamradt) ● Commissioner Gamradt shared that the sub-committee met and looked at the Annual Workplan and the by-laws. ● A discussion was held regarding the Annual Work Plan and Annual Report. Lt. Garland confirmed that there is no required format for the Annual Work Plan, noting that submitting the Work Plan with the Annual Report would be beneficial. ● The sub-committee will meet again and create a draft 2023 Work Plan and 2022 Annual Report to share at a future meeting. ● Lt. Garland asked for clarification on an estimated timeline. Commissioner Gamradt indicated moving forward at the next meeting. b. SURVEYS on public safety/police satisfaction (Kinney, Williams, Gamradt, McDaniel, Slais) ● Commissioner Kinney shared that the sub-committee held a meeting. ● The sub-committee will work on drafting a request to the City Council for approval, the Commission will finalize the request at the June 7 meeting. c. COLLABORATION with other cities’ committees/commissions (Morgan, Slais, Tousignant, Gamradt) ● The sub-committee will have a meeting this month. d. ENGAGEMENT with our community (Bodin, Gamradt, Christenson, Williams, Tousignant) ● No updates. A discussion was held regarding Commission members with expiring terms. 8. Police Department updates and crime info (Lt Garland) ● Lt. Garland noted that the City now has steering wheel locks from Hyundai for vulnerable vehicle owners. ● A discussion was held regarding the social worker referrals. Commissioner Kinney asked if the referrals help cut down on ‘frequent flyers,’ Lt. Garland confirmed that it has helped to triage some resource/referral-based calls. ● Commissioner Christensen asked about high schoolers who were caught conducting package thefts via ring and how the Police Department handles juveniles versus adults. Lt. Garland explained the typical process for juvenile offenders; mentioning depending on the offense they may be referred to diversion. Lt. Garland highlighted what diversion programs are. A discussion was held regarding juvenile offenses in the region. ● Commissioner Williams mentioned the consent (searches) decree and the potential impact for all Hennepin County Police Departments. Lt. Garland noted that the SLP PD hasn’t heard anything about that at this time. Commissioner Kinney asked if consent to searches is part of the traffic stop data collected; Lt. Garland confirmed that our Officers track consent to search. 9. Old business 10. New business A discussion was held about the Public Safety Omnibus Bill and how it will impact the St. Louis Park Police Department. More information will be provided to the Commission at the June 7 meeting. 11. Adjournment Commissioner Tousignant made a motion to adjourn the meeting; motion seconded by Commissioner McDaniel. Motion passed unanimously. Meeting adjourned at 8:21 PM.
