Minutes
1. The meeting was called to order by Chairperson Commissioner Morgan at
7:08 p.m.
2. Roll call –
Present: Commissioners Morgan, Christenson, Gamradt, Tousignant, Williams,
Bodin, McDaniel, Kinney (by speakerphone), Slais and Lt. Garland.
Absent: Commissioners Eugene, Noble and Bohrod.
3. No guests were present at the meeting.
4. The agenda was approved; Motion: Commissioner Morgan, Second:
Commissioner Williams.
5. The minutes for the last meeting, 3-1-23, were approved; Motion:
Commissioner Christenson, Second: Commissioner Tousignant.
6. Announcements:
Commissioner Kinney announced that he will be resigning from PAC after May’s
meeting when his term is up. He has served on PAC for 6 years. All thanked him
for his service.
7. Commission Work Update:
a. Surveys to PAC members - discussion of rankings of goals/initiatives
- 9/12 members have responded to the survey. Thus far, the top 3 goals
identified are: satisfaction surveys to the community, community engagement
and collaboration with other PACs.
Three subcommittees were developed to work on these goals:
- Satisfaction surveys: Commissioners Williams, Gamradt, Tousignant,
Kinney, McDaniel, Christenson and Slais. Lt. Garland will send
Commissioner Kinney the list of survey subcommittee members, so he can
schedule a meeting to procure a letter to the City Council to move this
effort forward.
- Community Engagement: Commissioners Tousignant, Morgan,
Christenson, Gamradt, Bodin and Slais.

- Collaboration with other PACs: Commissioners Morgan, Tousignant,
Gamradt and Slais. Commissioner Morgan will attempt to set up a meeting
to continue work on this endeavor.
Any PAC commissioners not present at this meeting are welcome to join any of
the above-mentioned subcommittees, per their interest.
b. Review Bylaws-
Commissioner Gamradt provided a QR code for a Doodle sign up/poll to have a
subcommittee meeting regarding the reviewing of the bylaws. The
subcommittee is comprised of: Commissioners Gamradt, Morgan, Eugene and
Noble.
Any PAC commissioners not present at this meeting are welcome to join the
Bylaws subcommittee.
8. Police dept. updates and crime info:
Lt. Garland updated the Commissioners on crime information in the city. The
past month’s data is reflective up to 4-4-23. There were no bias-
motivated crimes reported. There have been 10 catalytic converter thefts and 5
Kia or Hyundia thefts within the past week. Nine shell casings were recovered
after shots fired in the area of Louisiana Ave. and Cedar Lake Blvd. A number of
locker thefts have been reported at Lifetime Fitness. Apparently, staff has
unwittingly opened the lockers for the alleged thieves after they claim that they
cannot access “their” contents of the locker and staff open “their” lockers for
them. The Lt. also mention the “Roll with Patrol” event scheduled to take place
on 4-28 and gave Commissioners an overview of the “Pathways to Policing”
program within the department. It was also noted that 2 officers are currently in
training.
9. Additional updates from subcommittees: None.
10. Old Business: None.
11. New Business:
a. List of work areas/discussion topics from surveys:
- Collaboration with PMAC
- Evaluation of SRO program
- Mental Health responder feasibility
- Cost/impact of “Operation Shopping Bag” at Knollwood Mall
The meeting was adjourned at 8:25 p.m. Motion: Commissioner Morgan,
Second: Commissioner McDaniel.
