Call to order 7:02pm 2. Info on police officer training (Guest presenters, Sgt. P. Barnes and Sgt. Kampa) a. New Officer Training i. History of policing: Current movement is Community Policing ii. MN Requirements: POST Board, provided link to POST board website for reference iii. Overview of the program: SLPPD is a hybrid model of the San Jose and Reno model, Community policing oriented with a focus of recognizing problems vs incidents and an encouragement to find long term solutions iv. Orientation: About 2 weeks, includes ordering uniforms, visits with different divisions, firearms instructions, resistance training and traffic stop practice v. Field training: 4 phases of training including at least 3 different trainers, gradually taking more of the work throughout the phases. Phases will be extended to help trainee as needed. Midterm and Final Evals are conducted, Final Eval certifies that trainee is ready for solo patrol. Field Training takes about 5 months (about 750 hours/65 shifts) but willing to extend and be flexible based on the trainee’s needs vi. Probation: Remains a probationary employee for the remainder of their first 12 months, employees who do not meet expectations can be terminated during this period b. Current Officer Training i. POST Board Requirements: 48 hours for 3-year license 1. Mandated training in use of force/firearms annually and emergency vehicle operations every five years ii. How does SLP do it: PATROL online training (16+ hours/3 years) and In house training including use of force, taser, fire arms, CPR/first aid, department trends, etc. iii. New officer certifications: PIT, DMT, active shooter response, CIT iv. Specialized Training: Investigation courses, SWAT v. Estimated Hours of Training in 2022: 3800+ hours of training (an average of 70 hours per officer) 7. Updates from subcommittees/task forces – Motion Approved to table until January Meeting a. Connecting with other cities’ PACs and related groups i. Commissioners Morgan, Tousignant, Slais (Subcommittee members) b. Public safety data collection/surveys i. Commissioners Kinney, Slais, McDaniel, Tousignant, Williams (Subcommittee members) c. Bias crime subcommittee with HRC (Commissioners Kinney and Christenson) i. Bias crime dashboard 8. Police Dept. Updates and Crime Info (Lt. Garland) a. Use of force dashboard, traffic stop data, Knollwood Mall crime prevention, municipal security fence collaboration, new POST rule on “record of participation or support of an extremist or hate group” barring licensure i. 3398 calls for service, 631 reports, 5 catalytic thefts, 25 social worker referrals ii. Dispatch Calls in 2021: Total calls 60k (26k 911 calls, 51k calls for service) iii. Bias-motivated crime: 1, report was sent to the HRC for review b. Knollwood Mall Crime Prevention: Operation Shopping Bag, targeted shoplifting initiative, next one planned again for December c. Officer updates: 3 moving through training, 1 new CSO, 1 beginning in the new training position and 1 moving back to investigations d. Chief hiring process update: 8 applicants, 6 interviewed, 2 finalists, final decision TBA likely in December e. Use of Force dashboard is live! City promotions department is working on some marketing for it f. Traffic stop data will be going live next year, discussion about volume of crash data available to be included g. Security Fence Collaboration – Emergency, non-scaling fencing available if needed, collaboration with other metro suburbs 9. Old business a. Discussion of POST ED Misselt presentation from Nov ’22 meeting b. No discussion due to timing 10. New business - None 11. Announcements a.
