7. Discussion of NY Times article, “What 11 Cops Think People Don’t Understand About
Crime,” by Rivera, A., and Healy, P. 2023 (Kinney)
a. Opinion | Crime, Guns, Race, Bad Cops: 11 Law Enforcement Officers Discuss -
The New York Times (nytimes.com)
b. Lt Garland noted that many of the comments in the article are similar to what he
hears around the department
8. Ideas/discussion for PAC community engagement/listening (Gamradt)
a. Discussion of info on youth member selection from City Clerk
i. Commissioner went to SLP High School and spoke to students directly
about joining an open commission role. Interest was there, will need to
continue the conversation.
ii. Consider reaching out to Benilde, school board, middle school resource
officer, PMAC
b. Discussed hosting community info sessions in coordination with existing
community groups to get more direct engagement with local community. The
goal is to build relationships and POC’s in a situation where it might be needed.
Opportunity to partner with the PMAC and HRC.

9. Updates from subcommittees/task forces
a. Connecting with other cities’ PACs and related groups
i. Commissioners Morgan, Tousignant, Slais (Subcommittee members)
ii. Materials are being assembled to distribute, scope has been determined
and next meeting has been scheduled
b. Public safety data collection/surveys
i. Commissioners Kinney, Slais, McDaniel, Tousignant, Williams
(Subcommittee members)
ii. Chief knows the public satisfaction survey is a priority for the PAC and Lt
Garland will reinforce this initiative, members are still able to reach out
to their Council Member if they’d like
iii. Dashboard for traffic data collection is ready, waiting for enough data
before being published
c. Bias crime subcommittee with HRC (Commissioners Kinney and Christenson)
i. Bias crime dashboard
ii. 2 crimes in the last month
iii. Anti-Defamation League requested history of Bias Crime reports to build
out a database of their own. This request was directed towards the HRC.
iv. Discussion around partnering with the HRC to build dashboard for biased
motivated crimes, will need enough data points to execute.
10. Police Dept. Updates and Crime Info (Lt. Garland)
a. 4003 calls for service, 729 reports, 5 catalytic converter thefts (16 in December),
about 25 social worker referrals
b. Lt Garland to reach out to get a guest from the domestic violence advocacy
group for a future meeting.
c. Lt Garland to send out or cover the annual report at the next meeting – possible
comparison from 2021 to 2022 crime numbers
d. Propane thefts
e. Knollwood shoplifting – increased activity at Kohl’s
f. Staffing update:
i. Officers/pathways: One officer on solo patrol, one continuing training,
two conditional job offers this week, one trainee will start in January.
ii. CSO: Two finishing training, additional interviews are taking place.
iii. Lt Nadem promoted to Deputy Chief on 1.10.2023
g. Coffee with the cops at Towerlight – 1.12.2023
h. New Americans Academy Mar-April 2023

a. Chief Kruelle at 2-1-23 mtg.
b. Topic of having a brainstorming session to understand total initiatives and how
those are being prioritized. Lt Garland to send skeleton of the annual workplan,
council priorities and bylaws.
