Minutes
1. Call to order: In the absence of Chairperson Morgan, the meeting was
called to order, by Vice Chairperson Eugene, at 7:03 p.m.
2. Roll call –
Present: Commissioner Christenson, Commissioner Gamradt, Commissioner
Noble, Commissioner Tousignant, Commissioner Williams, Commissioner Eugene,
Commissioner Bodin, Commissioner Bohrod, Commissioner Slais and Lt. Garland
Absent: Commissioner Kinney, Commissioner Morgan and Commissioner
McDaniel
3. Welcome to guests/observers:
- Youth Commissioner Josie Bohrod was introduced
- SLP Lt. Barnes (Investigations and Outreach) was introduced
- Speakers Ally and Emily, from Cornerstone, were introduced
4. There was an approval for tonight’s agenda
5. There was an approval of the 2-1-23 PAC minutes; Motion – Commissioner
Tousignant, Second – Commissioner Williams
6. Presentation from Cornerstone:
Ally, Coordinator, and Emily, Advocate for SLP/Edina presented an outlined the
plethora of services offered by their program. Cornerstone provides emergency
services (shelter, crisis hotline, management planning), a community and
economic empowerment program, they have transitional housing advocates (can
work with a client for up to 1 year) and specialists to help with finances and
saving. In addition, they offer a child, youth and family program; clinical services
for those who are victims of sex trafficking and “Day One” which provides pet
fostering for victims. Cornerstone also offers a Criminal and Civil Justice program
to provide victims support through Court proceedings and helps them with
constructing victim impact statements.
Cornerstone provided services to 260 SLP clients in 2022. They also report an
82% success rate in connecting with intervention participants.

7. Commission work update:
a. Rankings of goals by members (survey to commissioners): There is
preliminary data from the survey (7/12 have responded). At present,
the #1 goal appears to be police engagement with the community.
Other high-ranking items are collaboration with HRC and outreach with
other municipal PACs. Suggestions, in the survey include: PAC and
multicultural interfacing, full mission and vision statements review,
evaluate SRO program, evaluate MH responder feasibility, evaluate
Operation Shopping Bag at Knollwood Mall and homelessness policies.
There will be more discussions on this topic after additional surveys
have been submitted.
b. Review bylaws: Commissioner Gamradt stated that there is no update
on this item.
8. Police Dept. updates and crime info: Lt. Garland reported 35 auto thefts in
February, which is a 150% increase from January. A good share of these
were Kia’s and Hyundai’s. There appears to be no specific location trends.
There were 0 catalytic converter thefts. Two bias-motivated crimes were
reported in February.

A motion to adjourn was made by Commissioner Tousignant, seconded by
Commissioner Eugene. The meeting was adjourned at 8:34 p.m.
