Agenda
1. Call to order: 7:00pm
a. Intro special guests, if any – Chief Harcey
b. Roll Call: Commissioner Tousignant, Commissioner Christenson, Commissioner
Ibrahim, Commissioner McDaniel, Commissioner Nevells, Commissioner Slais,
Commissioner Morgan, Commissioner Bodin, Student Commissioner Khabie, Lt
Garland
2. Approval of minutes – (Wed 9-1-21, 7pm)
a. Motion: Commissioner Nevells, Commissioner McDaniel Second
b. Motion Approved
3. Use of Force public info project
a. Update from subcommittee/workgroup members
i. Met twice since last meeting PAC meeting
ii. Discussed goals and outcomes of the project
iii. Reviewed link provided showing what other police departments
throughout the country report on
iv. Discussed some questions that should be considered while working on
the project including some data points.
v. Lt. Garland sent email to city of Evanston to have someone come talk to
the group about how they went about making their dashboard.
vi. Each subcommittee member will be looking at the data available to
determine which data should be used going forward.
vii. Next meeting TBD on Evanston to reach out.
b. Collaboration with Community Technology Advisory Commission (CTAC)
i. Collaboration efforts are ongoing
4. Public safety data collection/surveys
a. Update from subcommittee (Commissioner Kinney)
i. Commission Kinney was not present to discuss this agenda item, the
Commissioners present continued the dialogue as noted below
b. Discussed whether the proposed timeframe was reasonable for execution
c. SLP used to do community surveys every other year which included policing-
related questions.
i. Once the last one was completed, there were staffing changes and there
was discussion of completing a city-wide survey which did not get
completed.

ii. SLP PD to meet with City Council in January and will be providing updates
at that time,
1. Chief Harcey would like to have PAC members there and speak to
this initiative
2. Subcommittee to coordinate with Harcey on that presentation
3. Lt. Garland to send us the date of the meeting with City Council
iii. Discussion of Council request provided by email
5. Connecting with other cities’ PACs and related groups (Commissioner Morgan)
a. Commissioner Morgan will reach out to the subcommittee before next meeting
to determine next steps
b. Looking at nearby cities, including Golden Valley
6. Crime Info Sharing and Police Dept Updates
a. Hiring/staffing
i. PD reps at a Hennepin Tech recruiting fair to promote the department,
contact info for interested individuals is kept for future engagement
ii. Request under review for social worker to be full time in SLP rather than
splitting with neighboring city
iii. Unsure about increased staffing for dispatch to help route calls
iv. Pathways trainee half way through training, two others in final phases of
training
v. New interviews took place on 10/25 and CSO candidates start in Nov.
b. 8969 calls for service, 1425 reports, 96 social working referrals (347 for the year),
2 biased motivated crimes (terminated employee racial related)
i. Accidents (Weather related with higher volume of cars on the road),
burglaries (private and commercial) and robberies increased
c. Another catalytic converter event last month with over 200+ vehicles now
marked
d. Car jackings are far less than Minneapolis rates. Reducing likelihood by keeping
keys ready and being alert to who is around, park in well -lit area, bring someone
with if possible.
i. When a car theft occurs, a notice goes out to surrounding cities for
awareness
e. Tacking of gun purchases is done by ATF, not at the local level but SLP PD does
have access to these records
f. Increase of serious theft from stores at Knollwood, extra patrol directed there
for deterrence
g. Race data collection project
i. Officers to document the driver’s race information via new form (council
request, studying best practices and other cities with Hennepin County
are moving forward with same initiative to ensure alignment on
reporting).
ii. Some officers are concerns about additional workload, how to address
with those they encounter.
1. Chief Harcey and the command staff are being proactive with
messaging within the department, so officers understand the
“why” behind it

iii. Begin collecting on the 1st of the year, expect reporting next year (1000
reports to get an accurate gauge)
iv. Reminder race data on arrests already occurs as a required question at
booking
v. Possible proactive messaging around asking race during traffic stops.
vi. Lt. Garland demoed the new form that will be used
1. Same platform the officers use already
2. Current selections are based on current reporting standards to
stay consistent however revisions are being considered
h. Lexipol policy update – roll out of the preamble and policy in December
7. Community involvement in public safety discussion (On-going)
a. Host community conversations/neighborhood liaisons
i. No specific initiatives at the moment but possibly rolling into
Commissioner Morgan’s subcommittee and messaging about race data
collection.
b. Chief Harcey noted a future public meeting (not scheduled at this time)
regarding the purchase and use of tethered drone
i. In person feedback as well as online feedback source to understand
public concerns
ii. Possibly hosted by the PAC
8. Other business
a. Certified interview training for commissioners
i. Lt. Garland to understand if this is being rolled out to civilian partners
b. Commissioner Sherman has resigned
c. City manager is working on communications between the Council and
commissions. This is to ensure we’re being utilized and there’s an ongoing
connection between the two bodies
9. Future discussion topic list
a. Racial trauma and officer impacts in Police Dept
b. Review of officer recruitment, retention, wellness – Remove going forward.
c. School resource officer discussion
d. Officer training topics
e. Follow up from de-escalation training – send survey, partner with Lt. Garland and
city communications contact to facilitate.
