Minutes
The meeting was called to order at 7:02 p.m. by Commissioner Eugene
Roll Call: Absent: Commissioners Bodin, Christenson and Morgan
There were no guests/observers to welcome
The 5-3-23 minutes were unanimously approved
There were no announcements from officers or liaison
Updates from subcommittees/task forces:
a. Bylaws review – no update. Commissioner Gamradt will send out a doodle
poll to get a meeting scheduled.
b. Surveys on public safety/police satisfaction - Commissioner Williams
indicated that he and Commissioner Slais were able to meet and
discuss/work on the letter which the PAC will send to the Chief to send to
the City Council. This letter was reviewed at tonight’s meeting and
Commissioner Gamradt suggested some wordsmithing. A motion was
made to approve the amendment to the letter – motion carried.
Commissioner Slais to amend the letter and forward it to Lt. Garland who
will pass it along to the Chief.
c. Collaboration – No updates.
d. Engagement – No updates.
Police Updates and crime info (Lt. Garland):
Calls for service went up by 25% this past month. Traffic stops increased possibly
due to a DUI Officer (Officer Martinez) being assigned. There were no bias crimes
reported (there was a discussion as to whether these crimes are oftentimes
“outside” rather than “inside/SLP residents”). There were 42 social worker
referrals and 12 just in the month of June alone (June 1-7). DUI arrests increased
by 87.5% compared to May of ’22. A total of 699 reports were written (an
increase of 22%). 911 hang up calls are up dramatically – possibly due to android
phones making a change (holding the side button for 5 seconds now dials 911).
Vehicle thefts were up by 48.48%. With regards to juvenile crime, there was a
discussion about how difficult it is to determine a juvenile’s residency due to

them lying about their address and the fact that this sector of the population is
oftentimes transient.
There were discussions about no knock warrants and the upcoming legalization of
marijuana.
There was no “new” or “old” business to discuss.
The meeting was adjourned at 8:35 p.m.
