1 Parkway Residences tour
Recommended action: No action. Enjoy the tour, ask questions of our hosts and share your
observations and reaction to the development with staff and other commissioners.
Background: The planning commission about once a year tries to tour recent developments to
see the finished product of development proposals the commissioned reviewed. Observations
from these tours can provide insight in to issues that need more attention in our regulations
and review for future development and is also a rewarding experience to see the progress and
outcomes of city policies and community investments. This year, staff also invited city
councilmembers to join the tour.
Meeting logistics: We will meet at an earlier time than usual, at 5:30 p.m. at the main entrance
of 4040 West 31st Street to accommodate the property management staff’s schedule. Staff
hope to tour the shared lobby and amenity spaces in three buildings and perhaps an open unit
or two. We may continue with a brief self-guided tour outside the buildings. This is a public
meeting and any members of the public that attend will be accommodated.
Project background: Sela Investments received approvals February 3, 2020, for Parkway
Residences, located along West 31st Street near Glenhurst Avenue South. The development
proposal included four new multifamily buildings with 211 units, as well as the rehabilitation of
three existing apartment buildings that contain 24 units, creating a total of 235 residential
units. The development also included the removal of 12 existing buildings. There are 24 units
available at 50% area median income and six units available at 60% area median income.

Title: Parkway Residences tour
•Parkway Place replaced six residential buildings on the north side of 31st Street with a
four-story, 95-unit apartment building with two levels of underground parking. Parkway
Place opened for residential occupancy January 2022.
•Parkway Flats replaced two single-family homes with a six-unit townhome building.
Parkway Flats opened for residential occupancy in August 2022.
•Parkway Commons replaced three single-family homes at the corner of Inglewood
Avenue and West 31st Street with a four-story, 37-unit apartment building with one
level of underground parking. The building very recent received its certificate of
occupancy.
There is one remaining approved phase of development that has not yet commenced.
•Parkway Plaza would replace the existing strip center at the southeast corner of
Inglewood Avenue and Highway 25 with an 11-story, 73-unit apartment building. The
building will include parking and lobby space on the first two floors, eight floors of
residential, an amenity space on the top floor and one level of underground parking.
Construction is anticipated in late 2024, based on market demand.
After the plans were approved, the developer purchased another property in the area. It is
likely the city will receive a proposal to incorporate this property into the redevelopment plan.

were submitted with the original application. It will help orient you to the property. It is
remarkable how closely this package of materials captured the scale and appearance of the
finished product.
