Reconvene the St. Louis Park Local Board of Appeal and Equalization The St. Louis Park Local Board of Appeal and Equalization was reconvened at 6:00 p.m. 2. Roll call – Declaration of quorum. Board members present: Tim Brausen, Sue Budd, Lynette Dumalag, Yolanda Farris, Nadia Mohamed and Jake Spano. Board members absent: Margaret Rog Staff present: city manager (Ms. Keller), city assessor (Mr. Bultema), commercial appraiser (Ms. Nathanson), residential appraiser (Ms. Clarke), residential appraiser (Mr. Jurek), residential appraiser (Mr. Oelrich), Josh Hoogland (Hennepin County representative). 3. Acknowledgement of trained members (Budd and Mohamed) The Board acknowledged members Budd and Mohamed as their trained members. 4. Review of properties in appeal. a. Board action – Appellant & assessing staff are not in agreement – there were no appeals meeting this criterion. b. Board action – Appellant has requested referral to the county board – there were two appeals that met this criterion. Mr. Bultema read the cases into the record: • 3213 Cavell Lane, $445,500 valuation of record – assessing recommendation to sustain. Board member Brausen made a motion, seconded by Farris, to sustain the valuation as presented. The motion passed 6-0. • 4007 Basswood Road, $828,700 valuation of record – assessing recommendation to sustain. Board member Brausen made a motion, seconded by Dumalag, to sustain the valuation as presented. The motion passed 6-0. c. Board action – Appellant has refused inspection, withdrawn or not responded – there were four appeals that met this criterion. Mr. Bultema read the cases into the record: • 4153 Toledo Ave S, $309,000 valuation of record – assessing recommendation to sustain. Board member Spano made a motion, seconded by Brausen, to sustain the valuation as presented. The motion passed 6-0. • 2819 Aquila Ave S, $582,200 taxable valuation of record – and a second sub-record for non-taxable wet land classification that is not subject to board review. Assessing recommendation to sustain. Board member Mohamed made a motion, seconded by Brausen, to sustain the valuation as presented. The motion passed 6-0. Board member Mohamed made a motion, seconded by Brausen, to sustain the valuation as presented. The motion passed 6-0. d. Board action – Appellant & assessing staff are in mutual agreement as to the value change. No classifications were appealed. Ms. Nathanson and Mr. Oelrich read each parcel into the record. The properties as read into the record are attached to these minutes as an addendum. Board member Spano noted there are 24 properties where values are lower in 2023, than the 2022 assessed value. He asked if this is a normal occurrence. Mr. Bultema stated this is relatively normal given the market movements in 2021 and 2022 while noting each assessment stands on its own. He stated that the values can fluctuate over time, and it also depends on sales within a neighborhood during a given year. He added this variation in market performance is why the board and appeal process exist. He added there was a 0.4% change in the median market value for the 2023 assessment while there was a 12.6% change for the 2022 assessment. Board member Mohamed made a motion, seconded by Farris, to accept the mutually agreed upon valuations as presented by staff. The motion passed 6-0. 5. Instruct assessor to complete record of changes for submittal. Board chair Budd instructed the assessor to complete the record of changes for submittal. 6.
