2a. Canvass of City Election Results
Resolution declaring the results of the Municipal Election held November 6, 2001
Recommended
Action:
Motion to approve the resolution declaring results of the
Municipal Election held November 2, 1999
Background:
City C harter section 4.08 requires the City Council to meet and canvass election returns within
seven days of any election and declare the results as soon as possible.
As required by charter, the resolution includes:
• total number of good ballots cast
• total number of spoiled or defective ballots
• the vote for each candidate with a declaration of those who were elected
• a true copy of the ballots used
• the names of the judges and clerks of election

RESOLUTION CANVASSING ELECTION RETURNS OF
ST. LOUIS PARK - NOVEMBER 6, 2001
MUNICIPAL GENERAL ELECTION
WHEREAS, pursuant to City Charter Section 4.08, the City Council shall meet and canvass
election returns within seven days of any election and shall declare the results as soon as
possible; and
WHEREAS, the results prepared and certified to by the election judges have been presented in
summary form to the City Council for inspection,
NOW THEREFORE BE IT RESOLVED by the City Council as follows:
1. The November 6, 2001 election returns having been canvassed, the votes received by each
candidate for city offices are as follows:

Special Meeting of November 13, 2001
2b. Motion to adopt the second reading of an ordinance amending Ordinance
2200-01 Vacating Certain Streets, an Alley, and a Sidewalk Easement East of
Quentin Avenue, North of Excelsior Boulevard to the Southern Portion of
Wolfe Park, and West of Monterey Drive.
Background:
In late October, the City was notified by its legal counsel that the original vacation ordinance
related to Park Commons East was not acceptable to the County Examiner of Titles. The revised
ordinance requires two readings. The first reading was approved at the November 5, 2001
Council meeting.
Recommendation:
Staff recommends adoption of the second reading of an ordinance amending Ordinance 2200-01
Vacating Certain Streets, an Alley, and a Sidewalk Easement East of Quentin Avenue, North of
Excelsior Boulevard to the Southern Portion of Wolfe Park, and West of Monterey Drive.

ORDINANCE NO. 2214-01
AN ORDINANCE AMENDING ORDINANCE NO. 2200-01
VACATING CERTAIN STREETS,
AN ALLEY AND A SIDEWALK EASEMENT
East of Quentin Avenue, North of Excelsior Boulevard to the
Southern Portion of Wolfe Park, and West of Monterey Drive
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
That Ordinance No. 2200-01, adopted at the St. Louis Park City Council meeting held on
June 18, 2001, entitled
“AN ORDINANCE VACATING CERTAIN STREETS,
AN ALLEY AND A SIDEWALK EASEMENT IN PARK COMMONS EAST
East of Quentin Avenue, North of Excelsior Boulevard to the
Southern Portion of Wolfe Park, and West of Monterey Drive”
is amended to read in its entirety as follows:
Section 1. A petition in writing signed by a majority of all of the owners of all
property abutting upon both sides of the streets, alley and sidewalk easement proposed to be
vacated has been duly filed with the City Clerk, requesting vacation of the streets, alley and
sidewalk easement and the City Clerk has furnished a copy of said petition to the City Manager
who has required notice of a public hearing to be published in the newspaper, the St. Louis Park
Sailor, on May 23, 2001, and has conducted a public hearing upon said petition and has
determined that the streets, alley and sidewalk easement are not needed for public purposes, and
that it is for the best interest of the public that said streets, alley and sidewalk easement be
vacated.
Section 2. The following described streets, alley and sidewalk easement, as now
dedicated and laid out within the corporate limits of the City of St. Louis Park, are vacated:
Description 1
That part of Princeton Avenue, dedicated as Westmoreland Avenue in the plat of “Minikahda
Vista 2nd Addition, Hennepin County” lying between the easterly extensions of the north line and
of the southerly line of Block 5, said plat.
Description 2
That part of Ottawa Avenue as dedicated in the plat of “Westmoreland Park,” lying northerly of
the southeasterly line of said plat and lying south of the westerly extension of the north line of
Lot 7, Block 8, said plat.

That part of Ottawa Avenue as dedicated in the plat of “Minikahda Vista 2nd Addition, Hennepin
County” lying between the northwesterly line of said plat and the easterly extension of the
southerly line of Block 4, said plat.
Description 4
That part of West 38th Street as dedicated in the plat of “Minikahda Vista 2nd Addition, Hennepin
County” lying easterly of the westerly and northwesterly lines of said plat and southwesterly of
the following described line:
Beginning at the northeast corner of Block 8, said plat; thence south, along the most easterly line
of said Block 8 and its southerly extension, to the intersection with the northeasterly extension of
the most southeasterly line of said Block 8; thence southeasterly, at a right angle to said most
southeasterly line and its northeasterly extension, to the center line of said West 38th Street;
thence northeasterly, along said center line, to the intersection with a line parallel with and 23.36
feet westerly, as measured at right angles from the most northeasterly line of Block 3, said plat,
and its northwesterly extension; thence southeasterly, along said parallel line, to the
northwesterly line of said Block 3 and said line there terminating.
Description 5
The Alley in Block 8, “Minikahda Vista 2nd Addition, Hennepin County.”
Description 6
That part of the Alley in Block 8, “Westmoreland Park,” lying south of the easterly extension of
the north line of Lot 8, said block.
Description 7
The Street Easements as shown in Documents Nos. 861476, 3630077, and 861507 lying within
Lots 11, 12 and 13, Block 3, “Minikahda Vista 2nd Addition, Hennepin County” respectively.
Description 8
The Pedestrian Easement as shown in Document No. 2136240 lying within Lots 4, 5, 6, 7, and 8,
Block 4, “Minikahda Vista 2nd Addition, Hennepin County”.

That part of 39th Street West as shown in Document No. 5627360 on the Hennepin County Half
Section map lying within Block 5, “Minikahda Vista 2nd Addition, Hennepin County”.
Description 10
Any rights or interests the City of St. Louis Park, Minnesota has in the undefined 5 foot
easement reserved in the plat of "Minikahda Vista 2nd Addition, Hennepin County” as shown
along the rear lot lines of Lots 1 through 31, Block 3, Lots 1 through 15, Block 4, Lots 1 through
11, Block 5, and as shown along the southeasterly lines of Lot 3 and Lot 11, Block 4 and the
southeasterly line of Lot 7, and the westerly line of Lot 11, Block 5.
Section 3. The City Clerk is instructed to record certified copies of this ordinance in
the Office of the Hennepin County Recorder or Registrar of Titles as the case may be.
Section 4. This Ordinance shall take effect upon evidence of recording the final plat
for Park Commons East.
