City Schools Proposal for Cultural Competency
June -2001
Cultural Competency
A Series of Forums presented by
St. Louis Park City and Schools
Culture is used because it implies the integrated patterns of human behavior that
includes thoughts, communications, actions, customs, beliefs, values, and
institutions of racial, ethnic, religious, or social groups… competence is used
because it implies having the capacity to function in a particular way: the capacity
to function within the context of culturally integrated patterns of human behavior
defined by a group… Cultural competence is a developmental process that occurs
along a continuum. 1
Project Goals (What):
• Better prepare members of the school community to accept demographic
changes.
• Promote an understanding of the demographic changes and cultural differences
that make up our schools and community populations.
• Improve and enhance the conversation around diversity and difference
• Promote opportunities to learn about different cultures and ethnic groups
residing in St. Louis Park in particular, and gain a broader knowledge of the
demographic changes in Minnesota and the nation.
How:
• A series of forums or conversations scheduled around the city, open to the
public; no fee
• Forums that facilitate understanding and also provide an opportunity for
questions and answers.
• Use of local and regional experts; panel discussions, individual presentations
Why:
• student demographics in the St. Louis Park Schools are changing; minority
student population has increased over a five-year period to 18.9%.
• School District ESL population has increased over the last five-year period
• SLP city resident demographics have changed over a ten period; the recent
Census 2000 demonstrates the change in the community.
