Planning commission
The St. Louis Park Planning Commission is meeting in person at St. Louis Park City Hall, 5005
Minnetonka Blvd. in accordance with the most recent COVID-19 guidelines. Some members of
the planning commission may participate by electronic device or telephone rather than by
being personally present at the meeting.

1 Residential districts zoning code update
Recommended Action: No action at this time. Staff requests your feedback on the following
questions we will be discussing:
• What housing types are desired and missing or limited today in St. Louis Park?
• Are there concerns with adding different housing types?
• Where should we allow more housing types?
Background: HKGi, in collaboration with city staff and the planning commission, completed
the zoning code audit in December 2022. The city is undertaking a comprehensive update of
the zoning code based on the findings and recommendations of the audit. The update is
planned to occur in three phases:
phase 1 – residential districts
phase 2 – non-residential districts
phase 3 – general development standards, procedures, general provisions, and code
formatting
Phase 1 is anticipated to be an 8-month process. Completing all three phases is anticipated to
be an 18 to 24-month process.
Phase 1 focuses on updating the residential districts in the zoning code. We will examine the
allowed uses, district and use standards, addition of more housing types (e.g. missing middle
housing types), district names and purpose statements, definitions, the
consolidation/addition/removal of districts, and zoning map changes.
HKGi will provide an overview of the overall zoning code update project and then focus in on
phase 1. Building upon the planning commission’s discussion at the October 19, 2022 meeting
about zoning code barriers to housing types, HKGi will present analysis of existing residential
uses and housing types, existing residential districts, existing standards, and existing zoning
map. We will also present the steps for exploring additional housing types in each residential
zoning district. The bulk of the meeting will be focused on discussing the range of potential
housing types, the mix and compatibility of various housing types, and what mix of housing
types are appropriate in various areas of the city. The housing types that have been discussed
so far include the following:
• small lot detached homes
• detached courtyard cottages
• 3-plexes
• 4-plexes
• rowhouses/townhouses, small (e.g. 4-6 units per building maximum)
• rowhouses/townhouses, large (e.g. more than 6 units per building)
• apartments, low-rise (e.g. 3-4 stories)
• apartments, mid-rise (e.g. 5-6 stories)
• apartments, high-rise (e.g. taller than 6 stories) 3
