City council vacancy appointment process The agenda is posted on Fridays on the official city bulletin board in the lobby of city hall and on the text display on civic TV cable channel 17. Meeting: Special study session Meeting date: January 30, 2023 Discussion item: 1 Executive summary Title: City council vacancy appointment process Recommended action: None at this time. The council will share their thoughts following the second round of interviews and discuss next steps. Summary: On Nov. 21, 2022, the city council adopted Resolution No. 22-177 accepting the resignation of Council Member Larry Kraft effective Dec. 30, 2022 and declaring a vacancy for the office of council member at large A. Council Member Kraft resigned following his election to the Minnesota Legislature. The city council is required to appoint a person to the seat for the remainder of the term expiring Jan. 2, 2024. Date Description Nov. 22 – Dec. 6, 2022 Application period 24 applications received. All applicants were invited to interview. Jan. 3, 2023 Special study session discussion Council discussed and established criteria to evaluate applicants. Jan. 10, 2023 First round interviews The city council interviewed (17) applicants in question + answer sessions. Jan. 23, 2023 Second round interviews The city council interviewed seven (7) applicants in a question + answer format and a facilitated practical exercise. On January 30, the council will continue their debrief discussion following the second round of interviews and participate in a ranked-choice voting exercise to assist them in their decision- making process. It is anticipated that the council will approve an appointment and that the new council member will take office in February 2023. Additional information and updates regarding the interview and appointment process will be posted as they become available on the city website and social media accounts. Ranked-choice voting exercise 6:00 – 6:30 p.m. Council will use ranked-choice voting to identify their top applicant(s) and, if needed, consensus decision-making. Appointment timeline 6:30 – 6:45 p.m. Council will discuss the timeline for approval of an appointment and next steps.
