Recommended Action: Motion to designate Pearson Brothers, Inc. the lowest responsible bidder and authorize execution of a contract with the firm in the amount of $126,211.70 for the 2004 Street Sealcoat Project, No. 2004-0001 3. Recommended Action: Motion to designate Pearson Brothers, Inc. the lowest responsible bidder and authorize execution of a contract with the firm in the amount of $126,211.70 for the 2004 Street Sealcoat Project, No. 2004-0001 Background: Sealcoating is the surface application of an asphalt material followed by the placement of aggregate (rock) which is embedded into the asphalt material while it is liquid. The purpose of this treatment is to add surface friction to the pavement, facilitating vehicle traction, and to seal the surface from oxidation and the effects of moisture. Sealcoating can extend the life of a pavement, in good condition, by 5-9 years. Area 3 of the Pavement Management Program is scheduled for sealcoating in 2004. Area 3 comprises the streets in the Cedar Manor, Westwood Hills, Crestview, Westdale, Kilmer & Shelard Park neighborhoods. These streets were last sealcoated in the 1980’s. A map of the streets to be sealcoated is attached. The streets to be sealcoated are colored in black. Not all streets in this area will be sealcoated. Based on the computerized pavement management software that the City utilizes, and visual inspections by City staff, several streets in the area were determined to be in need of more aggressive maintenance. Sealcoating these streets would be a waste of resources. Therefore, staff has eliminated them from this sealcoat project with the understanding that they are scheduled for higher levels of maintenance or rehabilitation in 2007, as part of the overall Pavement Management Program. Bid Analysis: Bids for the project were received on June 24, 2004. An Advertisement for Bids was published in the St. Louis Park Sun-Sailor on June 10 & 17, 2004 and in the Construction Bulletin on June 4 & 11, 2004. A summary of the bid results is as follows: Contractor Alt. A Alt. B Pearson Brothers, Inc. $119,329.30 $126,211.70 Allied Blacktop Company $142,420.88 $149,248.38 Engineer’s Estimate $133,648.97 $136,713.25 St. Louis Park City Council Meeting 071204 Spec Mtg - 2 - 2004 Sealcoat Project Page 2 The City requested an alternate bid to fog seal Cedar Lake Avenue from Texas Avenue to TH 169 after completion of the sealcoat. A fog seal embeds the aggregate chips of the sealcoat in another layer of asphalt. This is a pilot project by City staff to evaluate if a fogseal application, after sealcoating, will prevent raveling on higher volume roads such as Cedar Lake Road. Two (2) contractors submitted bids. A review of the bids indicates Pearson Brothers, Inc. submitted the lowest bid, based on either Alternate A or B. Since the difference in the bids is in line with staff’s estimate, staff recommends Alternate B be used with the fogseal application over the sealcoat on Cedar Lake Road. Therefore, staff has determined that Pearson Brothers, Inc. submitted the lowest responsible bid and recommends that a contract be awarded to the firm in the amount of $126,211.70, (Alternate B bid). Financial Considerations: All costs of this sealcoating project will be paid from the Citywide Public Works Operations budget. Project Timing: This work is expected to take place between July 26 and August 30. The entire process on a given street takes approximately 72 hours. Streets will be posted for “No Parking” beginning the day before work is to occur. Residents will receive notice of the impending construction and parking restrictions.
