MEMBERS PRESENT: Commissioner Catherine Johnson, Commissioner Richard Webb, Commissioner Catherine Courtney, Commissioner Paul Beck MEMBERS ABSENT: Commissioners David Gorski STAFF PRESENT: Amy Fokuo, Marney Olson, Michele Schnitker, Kevin Locke 1. Call to Order – The meeting was called to order at 5:06 p.m. 2. Approval of Minutes – Minutes approved for the May 10, 2017 Housing Authority Board meeting. Motion to approve made by Commissioner Webb and seconded by Commissioner Beck. Motion passed 4- 0 3. Hearings – None 4. Presentation a. Presentation of NAHRO Scholarship Certificate of Award 5. Unfinished Business – None 6. New Business a. Amendment to the Housing Authority Procurement Policy, Resolution.667 –Ms. Olson and Housing Authority staff completed a review of the Housing Authority Procurement Policy and are recommending that the dollar threshold governing the procedures required for purchases and contracts under the formal (sealed) bidding process be increased from $50,000 to $100,000. The revised amount is consistent with the amount specified by state statute governing housing authorities and HUD’s small purchase threshold. Increasing the formal bid threshold to $100,000 will provide greater flexibility for staff in seeking suitable contractors, reducing the burden on contractors, and shorten the bidding process. The $100,000 threshold is also consistent with other local housing authorities and the City of St. Louis Park’s procurement policy. Motion to approve made by Commissioner Webb and seconded by Commissioner Johnson. Motion passed 4-0. b. Update: Kids in the Park Shallow Rent Subsidy Program– Ms. Schnitker reviewed the details related to a new shallow rent subsidy program the City has created that will assist low income renters in St. Louis Park who have children attending school in St. Louis Park. The program will serve approximately 7 to 10 households. The funding source for the program is the City’s Housing Rehab fund. The council has authorized the Housing Authority to administer the program. No action required. c. Update: Preservation of Naturally Occurring Affordable Housing (NOAH) Strategies and Tools - Ms. Schnitker reviewed the NOAH housing preservation tools and strategies that are being explored for possible consideration by the council. The Board expressed concerns related to the rental owner properties rights and the possibility of a legal challenge if the policies were adopted. No action required. 7.
