HomeMy WebLinkAbout2018/01/16 - ADMIN - Minutes - Human Rights Commission - Regular St. Louis Park City Hall • 5005 Minnetonka Blvd., St. Louis Park, MN 55416 www.stlouispark.org • Phone: 952.924.2500 • TTY: 952.924.2518 Human Right Commission Meeting Minutes (APPROVED) January 16, 2018 – 7 p.m. • Meeting was called to order at 7:04pm. o Commissioners Wilhelm Garbers, Carlson, Ostrovsky, Kornblit, and Sandler in attendance. o Liaison Police Lt. Garland accompanied by Police Chief Harcey. • Motion made to approve the Agenda by Commissioner Kornblit. Seconded by Commissioner Wilhelm Garbers. (Vote: 5 in favor / 0 opposed) • Motion made to approve the October 2017 Minutes by Commissioner Kornblit. Seconded by Commissioner Wilhelm Garbers. (Vote: 5 in favor / 0 opposed) • St. Louis Park Charter copies distributed to Commissioners. o Liaison Police Lt. Garland answered questions about distribution of home rule charter and read attached memo from City Clerk. • Police Chief Harcey provided a brief update on body-worn cameras (BWC). o Police Dept. developed an action plan, has policy in development, and has funding in place. o Commissioners will be asked for input on policy, with Police Advisory Commission (PAC) leading liaison process with City Council. o HRC is respectfully asked to please submit findings/comments in writing to PAC for relay to the Council. • New HRC Commissioners Sandler, Carlson, and Ostrovsky were introduced to the group. • 2017 Human Rights Award o The Commission had discussion about the nomination of Fatuma Irshat o Motion made to approve the nomination of Irshat and present her with the award by Commissioner Kornblit. Seconded by Commissioner Sandler. (Vote: 5 in favor / 0 opposed) • No discussion occurred on members’ past attendance at recent Human Rights conference. (Covered at a previous HRC meeting.) • Annual report to City Council o Meeting of Boards and Commissions to be held 2-26-18, 5:30pm. o Subcommittee/task force to plan and prepare draft report  Commissioners Kornblit, Wilhelm Garbers, and Sandler will work on this.  Liaison Police Lt. Garland will look into format of report or form to be used and supply by email. • Discussion of HRC role, objectives, 2017 successes o Background was provided to new Commissioners on discussion of lawn signs in the community (BLM, Thank You SLP PD)  Forum hosted on this topic and 70 attended o Clarifying role and communication—Priority in mutually beneficial engagement with City Council o Priority for communication with City Council  Task force to communicate with Councilperson Rog St. Louis Park City Hall • 5005 Minnetonka Blvd., St. Louis Park, MN 55416 www.stlouispark.org • Phone: 952.924.2500 • TTY: 952.924.2518 • Discussion will be added to agenda for Feb. 20th Commission meeting • Task force will be made up of Commissioners Sandler and Carlson.  Any relevant information developed from this communication may be connected with annual report project. • Community partners update o Commissioner Wilhelm Garbers has participated in conference calls approx. once monthly o Task force will discuss this with Councilperson Rog for background and report back as needed. • Other business o The Commission had discussion of Commission member(s) attending council meetings or researching council meeting minutes. o The Commission had discussion of the importance of following human rights related groups and connected topics online and in social media. o Commissioners discussed value of receiving and reviewing bias motivated crime reports.  Liaison Police Lt. Garland assured the Commission that these will be presented at each monthly meeting. • Next meeting items/plan o Task force consisting of Commissioners Sandler and Carlson to meet with Councilperson Rog o Liaison Police Lt. Garland will research award and report format. o Next meeting to take place Tues., 2-20-18 at 7:00pm. • Adjourn o Motion made to adjourn at 8:18pm by Commissioner Wilhelm Garbers. Seconded by Commissioner Kornblit.
