Human Rights Commission
Minutes – July 21, 2015
Westwood Room, City Hall
I. Call to Order
Chair Curtin called the meeting to order at 7:12 p.m.
A. Roll Call
Commissioners Present: Savannah Curtin, David Hamm, Brian Johnson, Larry
Jones and Rhoda Quick
Staff: Breanna Freedman, Afton Martens and Amy Stegora-Peterson
B. Approval of Agenda
It was moved by Commissioner Johnson, seconded by Commissioner Quick, to
approve the agenda as presented. The motion passed 5-0.
C. Approval of Minutes
It was moved by Commissioner Johnson, seconded by Commissioner Hamm, to
approve the minutes of June 16, 2015, as presented. The motion passed 5-0.
II. Commissioner and Committee Reports - None
III. 2015 Work Plan - Coffee and Cultural Chat planning and updates
Chair Curtin stated a lot of research had been done by commissioners since the
last meeting and Commissioner Jones had worked on marketing.
Ms. Freedman stated space had been reserved at the high school for September
17th from 5:00-9:00, which allowed time for set up and take down. The chat
would go from 6:30-8:30. She had the auditorium reserved, but could also look
into space in the cafeteria.
Ms. Martens, JCPP Community Liaison, introduced herself and explained her
role. A just multi-cultural advisory committee had just been started and the focus
of the committee is to bridge a gap between the immigrant community and the
Police. She shared information about the coffee chat event with that committee.
She suggested it might be good to have a joint meeting. She could also assist
getting facilitators for the tables. The committee has six members, but more
might be added. They want to represent all immigrant communities. She shared
information about an event the City of Hopkins would be holding in August.
Chair Curtin started a run of show draft. She also had a list of questions put
together by Commissioner Jones. They will do on-line marketing and some fliers
to be handed out.
Commissioner Jones noted he had emailed the draft fliers. He preferred the one
with the Diversity Lens.
Ms. Freedman also noted the Communications staff had done a flier and they
could post that and hand it out and possibly make a few posters to be hung in City
Hall and other public locations.
Chair Curtin indicated at the end of the coffee chat, they would like to get
feedback and Commissioner Arnold had put together comment cards they could
use. Two or three weeks before the event they should have a training session to
determine roles and make sure everyone understands the basics of the event.
They can hand out packets and questions and discuss how to facilitate dialog.
The goal would be to have about 80 community members attend the event. They
may need to add a few facilitators.
Ms. Martens noted that Hennepin County has a facilitator network and she could
make a request there.
Chair Curtin stated they could ask a Council Member to do opening remarks
(possibly Council Member Ann Mavity) and advertise on Facebook, at National
Night Out and with the block captain group.
Ms. Freedman noted that Lt. Harcey is available to attend the event. She will
print fliers and commissioners can pas them out to neighbors and post in the
community. She asked commissioners to review the questions for the event and
provide input before the next meeting.

The meeting was adjourned at 7:57 p.m.
