Human Rights Commission
Minutes – March 15, 2016
Westwood Room, City Hall
I. Call to Order
Vice Chair Johnson called the meeting to order at 7:02 p.m.
A. Roll Call
Commissioners Present: Katherine Arnold, Bob Griggs, DJ Hamm, Brian Johnson,
Rhoda Quick, and Anita Beaton
Staff: Breanna Freedman
Guest: Margaret Rog
B. Approval of Agenda
It was moved by Commissioner Hamm. Commissioner Arnold motioned to make an
amendment to the Agenda, adding “Compassionate City” as a discussion item. The
Agenda was then seconded by Commissioner Arnold, to approve the agenda, as
presented. The motion passed 6-0.
C. Approval of Minutes
It was moved by Commissioner Hamm, seconded by Commissioner Quick, to approve the
minutes of February 16, 2016, as presented. The motion passed 6-0.
II. “Compassionate City”
Commissioner Arnold was approached by a city resident who introduced her to the
“Compassionate City” program. This program is done in other cities throughout the
country. The Commission discussed and decided to invite this resident to join the next
HRC’s meeting to learn more about how St. Louis Park can adopt the “Compassionate
City” philosophy.
III. Recap of Joint MAC/PAC/HRC Meeting
The Commission discussed the idea to ask for written submissions for a booth at the event.
Several Commissioners suggested different ideas to combine this joint event with a
currently existing event.
Commissioner Quick suggested Parktacular
Vice Chair Johnson suggested the Commission bring a presentation board to the Children
First Ice Cream Social, using this as an advertising for this event
The Commission discussed the difficulty of having food at Parktacular or the Children First
Ice Cream Social
Commissioner Hamm suggested using music and other forms of entertainment and
activities at this event
The Commission discussed various ways we can communicate with the community the
upcoming HRC events, including an email list at the Ice Cream Social, having flyers for
promotion
IV. Coffee and Culture Chat
The Commission discussed the idea of collaborating with the school and students from
SOAR to have a Coffee and Culture chat at the high school
Commissioner Quick said the students were interested in a morning event and having a
Coffee and Culture talk with SOAR in the morning
The Commission discussed having the next Coffee and Culture chat prior to the
event/discussion with the students
Commissioner Johnson suggests having the students from SOAR attend the main Coffee
and Culture event at the high school with the community to prepare them for a Coffee and
Culture Chat with the high schoolers in the morning
Commissioner Hamm suggested that doing a Coffee and Culture chat with the high school
before class would not be enough time, give that it would be approximately 45 minutes
Commissioner Hamm stated that it sounds like the students are looking for a facilitator to
come in and lead a discussion on current events
The Commission decided to host the Coffee and Culture chat with the community before
doing the event/discussion at the high school
The Commission discussed meeting with SOAR to get a better idea of what they are looking
for in a collaboration with the HRC
