FIRE CIVIL SERVICE COMMISSION MINUTES
NOVEMBER 2, 2015 – 8:30 a.m.
WESTWOOD ROOM – CITY HALL
1. The meeting was called to order at 8:33 a.m. by President Williams.
2. In attendance were Commissioners Stuart Williams, Bill MacMillan and Bob Tift. Also
present were Nancy Deno, HR Director/Deputy City Manager; Steve Koering, Fire Chief;
Rodger Coppa, Assistant Chief, Caitlin Greene, HR Assistant.
3. Minutes of the September 22, 2015 Fire Civil Service meeting were approved as amended.
4. The Commission discussed the new Classification of Chief of Training and EMS as
presented by Chief Koering. The Chief and Commission recognized Rodger Coppa and
congratulated him on his new position of Fire Chief for the City of Plymouth, MN. The
Chief discussed since Rodger is leaving, it gave them the opportunity to look at the structure,
needs of department and setting things up for the future. This position was redefined with
more focus on training and EMS and will report to the Deputy Chief. The remaining
Assistant Chief position will continue to report to the Chief and may be moved at a future
date. The Commission asked if Fire staff was aware of the changes and Chief Koering stated
they did and it had been discussed in Labor Management. The position will be open for
internal applications only at this time. The Commission reviewed the organizational chart
and discussed qualifications of the position.
President Williams stated in order to do this a change needs to be made in the Rules and
Regulations of the Fire Civil Service Commission of the City of St. Louis Park under Rule
One, Section 2 “Classifications Specified”. The Commission would need to approve adding
the classification of Chief of Training and EMS. Motion was made by Commissioner Tift
and seconded by Commissioner MacMillan to approve the firefighter eligibility roster as
presented. Motion carried unanimously.
5. Chief Koering discussed the promotional process for recruitment of Chief of Training &
EMS. The Commission discussed the position, minimum requirements and the change of
reporting to the Deputy Fire Chief. Chief Koering and the Commission members expressed
their thanks and appreciation to Rodger Coppa for his dedication and service to the city and
congratulated him on his new position of Fire Chief for the City of Plymouth, MN. Chief
Koering discussed how this opening created an opportunity to revise and realign the position
and also allow for promotional opportunity. The Commission discussed the interview panel
selection and the process. The Commission asked that the statement “as stated in the job
description” be added to the section on resume review when referring to minimum
requirements. President Williams stated that in accordance with MN Statute 420.07 that
there needed to be public advertisement. The Chief discussed that this was an internal
promotional process only and no external applications would be considered for this or Fire
Captain at this time. The Commission discussed the section of the statute and agreed that it

should be published in a manner not to slow up the processes. Motion was made by
Commissioner MacMillan and seconded by Commissioner Tift to approve the process as
amended. Motion carried unanimously.
6. Chief Koering discussed the promotional process for creation of a list for Fire Captain. The
current list will expire February 2016. The Commission asked if there were any changes
from the last process. It was pointed out that 5 points that had been used for time on
department are now moved into panel oral interview that had previously been 35 points and
now will be 40. The remainder of the process will be the same. The Commission asked that
the statement “as stated in the job description” be added to the section on resume review
when referring to minimum requirements. Motion was made by Commissioner MacMillan
and seconded by Commissioner Tift to approve the process as amended. Motion carried
unanimously.
7. The Commission adjourned at 9:20 a.m.
