PURPOSE OF DISCUSSION:
Tom Harmening, City Manager will discuss items from the Council Workshop including:
• Council commitment to Carver Model – April 2006
• The 4 City Council ENDS/Priorities
• Draft of 2006 Council Governance & ENDS/Priorities May 2006 – January 2008
• Brainstorm List: Council Workshop – April 28-29, 2006
Staff would like direction on finalizing the draft of 2006 Council Governance & ENDS Priorities
May 2006 – January 2008.

Council Commitment to Carver Model – April 2006
From Council Workshop
To help the City Council adhere to their adaptation of the Carver Governance Model, members
made the following commitments:
John Basill: I will work on ensuring that the Carver Model continues long term by
proposing a policy resolution for the council and by looking for ways to
use this model in our boards and commissions.
Paul Carver: I will assist Jeff Jacobs in “disciplining” us when we get off track of the
Carver Model.
Phil Finkelstein: I will work on getting Carver training for City Council Candidates so they
understand how we work before the election.
Jeff Jacobs: I will make sure we focus on results as opposed to the means to getting the
results.
Paul Omodt: I will keep us focused on the bowls whenever necessary.
Loran Paprocki: I will be willing to take on both roles—to give “course correction” to my
fellow council members if we get off track and to accept “course
correction” from my fellow council members if I get off track.
Sue Sanger: I will acknowledge when I know I am going to too small a bowl.

The city will maintain and improve the quality of life for its stakeholders: Residents, Businesses,
and Employees.
Programs are in place that support and enhance public safety.
A comprehensive plan to ensure all modes of traffic move through the city effectively and
efficiently.
Encourage programs and find ways to finance homeowner investment their homes and encourage
housing balance in the city.

City of St. Louis Park Governance Statement
The City Council has adopted a fundamentally different approach to governing by focusing on
policy instead of getting involved in day to day organizational management. This approach
begins with establishing a framework of desired “ENDS”.
The City Council will act in accordance with the principles of the Carver Governance Model, as
defined by the current Council.
Overarching ENDS Statement: Responsive municipal services are consistently delivered to
insure a safe, welcoming, and vital community now and in the future.
Specific ENDS Statements
A. The quality of life of community stakeholders (residents, business owners, and the
labor force) will be maintained and improved. Areas of strategic focus to assist in
achieving this outcome are:
• Development of new and/or expanded programs/protections to ensure St. Louis
Park’s outdoor and built environment are clean, green, healthy, safe and aesthetically
pleasing and interesting
• Completion and implementation of the 2006 Visioning process.
• The City’s Comprehensive Plan is updated with an emphasis on strong neighborhood
planning.
• A comprehensive marketing and branding initiative
• Expanded use of technology
• Proactive redevelopment initiatives
B. Programs and initiatives are in place that support and enhance a sense of a safe
community. Areas of strategic focus to assist in achieving this outcome are:
• An aggressive community policing program
C. All modes of traffic move thru the City safely and efficiently. Areas of strategic
focus to assist in achieving this outcome are:
• A comprehensive infrastructure/transportation plan
D. Housing balance is being addressed in the community and homeowners are
encouraged to reinvest in their homes. Areas of strategic focus to assist in
achieving this outcome are:
• An inviting permitting and inspections process
• Financial and technical assistance
• Owner occupied affordable housing
• A comprehensive marketing and branding initiative

Brainstorm List: Council Workshop - April 28-29, 2006
On April 28 & 29 the City Council participated in a workshop. As a part of the workshop,
Council worked on setting priorities or ENDS statements. Listed below is the full
brainstorming list of the 39 original statements made by Council. These were used to
determine the final Council priorities or ENDS. Below is a listing of the data including the
details on the first and second round of prioritization.
Highlighted statements: These were the areas that came to the top in setting the first round of
priorities. These statements were selected and used in determining the top priorities in the
second round.
Numbers on the left side: The numbers on the left under the statements are the priorities
from first round. The outside number is the number of points. Parenthesis indicates how the
points were determined—first number means people, second number means points given (the
ranking was from 1 to 5 with 5 being the highest).
Numbers on the right side: The numbers in bold on the right side of the page are the
priorities from the second round. The outside number is the number of points. Parenthesis
indicates how the points were determined—first number means people, second number
means points given (the ranking was from 1 to 4 in the second round with 4 being the
highest). The numbers in bold on the right side of the page were used to determine the top
4 ENDS/Priorities.
