City Council Study Session Discussion Item: 040306 - 1 - Duke Realty Development Page 1 1. Duke Realty Development – Hwy 394/100 Community Development PURPOSE OF DISCUSSION: The Staff is beginning to work with Duke Realty on plans for its approximately 47 acre site in the southwest corner of Highways 394 and 100. The purpose of the discussion is to introduce the Duke Realty team and Madison Marquette representatives to the City Council/EDA and discuss the project in broad terms. Background Duke is developing a concept plan that currently includes approximately 1 million s.f. of office space in 3 buildings, 360,000 s.f. of lifestyle retail development, and possibly some residential units. There will be more discussion with the Council on the concept plan as it develops over the next few months. An environmental review – either an EIS or an AUAR – will be necessary because of the size of the project. The environmental review will be managed by the City of St. Louis Park and paid for by the developer, and will include a significant traffic analysis. It will begin following agreement on a concept plan. A portion of the site (6 acres) is in the City of Golden Valley. A Joint Powers Agreement will likely need to be developed to facilitate the development of the property. It would address such items such as the provision of utilities, police and fire services, planning approvals, taxing and assessing and other items. Next Steps The following are the general steps that will need to be followed: 1. Develop an agreed upon concept plan or plans (to base environmental reviews on). 2. Finalize a Joint Powers Agreement with the City of Golden Valley. 3. Conduct environmental review (at least 6 month process). 4. Begin planning approvals for development.
