HomeMy WebLinkAbout1985/12/31 - ADMIN - Minutes - City Council - RegularMINUTES CITY COUNCIL SPECIAL MEETING December 31, 1985 The meeting was called to order at 12:00 noon. Present were Council members Keith Meland, Thomas Duffy, Ronald Backes and David Strand. 1. Claims list It was moved by Councilman Duffy, seconded by Councilman Strand that the claims list, prepared by the Director of Finance, dated December 31, 1985 in the amount of $289,428.69 be approved. The motion passed 4-0 on a roll call vote. 2. Insurance coverage Council discussed whether or not to provide the umbrella insurance policy. It was agreed that based on past experience the need for an umbrella Policy is questionable. However, the purpose of an umbrella policy is to cover a catastrophic incident when other insurance coverage has been exhausted. There was also some discussion regarding the City's liability on pollution issues. It was moved by Councilman Backes, seconded by Councilman Duffy, to accept the League of Minnesota Cities insurance bid, authorize the signing of the workers compensation agreement and defer discussion of the optional workers compensation program until January 6, 1985. It was further moved that the City Council authorize staff to enter into a contract to provide the $1 million umbrella policy coverage. The motion passed 4-0. 3. Financing pension funds It was moved by Councilman Strand, seconded by Councilman Backes, to waive reading and adopt Resolution No. 85-245 entitled "Resolution giving preliminary approval to the issuance of bonds pursuant to Minnesota Session Laws, Ch. 1, Sp. 14, Art. 8, Sec. 49." The motion passed 4-0. 4. Granular activated carbon treatment plant Staff advised Council that as of Monday, Dec. 30, 1985 the Reilly Tar & Chemical Co. has advised that the GAC plant has been completed in accordance with its plans and specifications. A two-week testing period will begin January 13, 1986. 5. Recycling Staff advised Council there had been a good deal of financial problems encountered with the present recycling contractor. Insurance policies have been cancelled and several judgments have been entered with the City against the recycling contractor requiring the City to pay those judgments rather than reimbursing the recycling contractor. US ReCyCo -230- has been advised the contract is cancelled as of January 30, 1986. Staff further advised that Woodlake has been asked to pick up the recycling materials for the first collection in January. An effort will be made to obtain a contractor or perhaps several contractors to begin recycling collections with the first collection in February. This new contract will extend until May 1986 at which time the City will take bids for permanent pickup effective June 1, 1986. 6. Liquor license Staff advised that the owner of Jennings Red Coach has not paid property taxes for 1985 and is therefore delinquent. Additional contact will be attempted prior to the January 6 meeting. At that time, Council has the option to temporarily revoke the license and set a public hearing date to consider permanent revocation or renewal of the license. 7. Indemnification At Councilman Strand's request, staff advised that the City Attorney is looking into an indemnification ordinance for City officials.
