1. Call to order
Commissioner Chismar called the commission to order at 7:03 pm.
2. Approval of agenda
A motion was made by Commissioner Chismar, seconded by Commissioner Alvarez, to
approve the agenda. Motion carried unanimously.
3. Approval of minutes – Human rights commission of June 21, 2022
A motion was made by Commissioner Barajas, seconded by Commissioner Sallet-Cobb, to
approve the minutes as presented. Motion carried unanimously.
4. New business
The commission welcomed their guest speakers to talk about voter outreach and education.
Mr. Sund, the city’s election specialist, presented information on the upcoming primary and
answered questions about early voting, registration, and other ways the city is educating
voters about their rights. Mr. Ibrahim is a resident who has served on the Police Advisory
Commission and is a current school board member talked about his experience as an
immigrant and how he has worked with other immigrants to educate them on the
importance of completing the census and voting. The group discussed suggestions such as
more community engagement with minority communities, talking with friends and
neighbors about voting, removing barriers to voting, how to contact the city to notify them
of barriers or concerns, and what to expect at the polls.
The commission discussed that as officials of a local government, they are not able to
advocate for candidates or participate in political activity, but they can educate and
encourage participation.
5. Kudos
Commissioner Chismar gave kudos to Commissioner Lawler Turnbull for working
with the literacy festival in so many capacities and writing a grant to secure funds.
Commissioner Baudhuin gave kudos to his wife for passing her nurse practitioner
boards.
The commission gave big kudos to Commissioner Sallet-Cobb for getting accepted
into nursing school.
6. Subcommittee updates
Commissioner Chismar updated the group on the upcoming Art Walk: Turning the Page for
Peace on August 8-14 at Wolfe Park. This is a partnership with SLP Friends of the Arts
(FOTA) for the Children First literacy event. Over 30 artists will participate. The
subcommittee is meeting weekly with FOTA to prepare. Commissioners are asked to
volunteer assist with art installation on August 6 from 9am – noon, more information will be
provided. FOTA is also working with city staff to make the event a traveling art exhibit to
other parks.
Commissioner Lawler Turnbull is connecting with two PAC members on July 21 for the first
meeting of the hybrid subcommittee to talk about data and trends in bias motivated crimes
and how the commissions can respond and support. Commissioner Alvarez is not able to
attend July 21 but would like to be added to the subcommittee for future meetings. One
bias motivated crime was discussed.
7. Chair Updates
Chair Baudhuin requested that the August agenda be focused on goal setting for 2023 and
asked that commissioners come prepared to brainstorm.
8. Staff Update
Ms. Timpone provided the staff report:
The city’s REI director recruitment process is currently in the interviewing stage. Hope
to have a candidate selected soon.
The city had such a great experience working with the consultant on the REI staffing
project that additional partnering will continue into 2023 to create systemic
transformations which includes broad skill building for staff and targeted coaching for
executive leaders.

Subject:Bias crimes for Jul-22, HRC

22004290, 7-25-22, 7AM: Resident of 3900-blk of Colorado reported finding a card in a baggie weighted down
with either corn or rice. Similar pamphlets have been found throughout the metro and elsewhere in the US.
Officers canvassed the area, collected numerous examples of these and made requests of residents to check wifi
cams and video doorbells for any suspect person or vehicle images. Investigators are connecting with area
agencies to coordinate leads that arise, if any. (Example image attached)
22004188, 7-20-22, 2:30pm: Shoppers at 3620 Texas (Cub) reported an altercation with a white male in the
store wearing a bike helmet, large sunglasses, and knee pads, in which the male became angry and uttered racial
slurs when one of them accidentally placed one of their items in his cart. He confronted her again later in the
parking lot, again uttered racial slurs, pushed her, and caused her to drop her phone. The male is believed to
frequent the store, but is currently unidentified. A bulletin was sent to area investigators and patrol officers who
work the area to try to identify the subject. Investigators are also checking in with store staff to get future
appearances at the store reported to PD ASAP.
