Police advisory commission All meetings of St. Louis Park boards and commissions will be conducted by telephone or other electronic means starting March 30, 2020, and until further notice. This is in accordance with a local emergency declaration issued by the city council, in response to the coronavirus (COVID- 19) pandemic and Governor Walz's “Stay Safe MN” executive order 20-056. The chief administrator has determined that in-person council or commission/committee meetings are not feasible at this time due to the pandemic. All board members/commissioners will participate in this meeting by electronic device or telephone rather than by being personally present at the regular meeting place of City Hall, 5005 Minnetonka Bl., St. Louis Park MN 55416. Members of the public can monitor the meeting by “listen only” audio by calling +1.312.535.8110 meeting number (access code): 372 411 25. Cisco Webex will be used to conduct videoconference meetings of the city, with board members/commissioners and staff participating from multiple locations. Agenda 1. Call to order: 7:03pm a. Roll Call: Commissioner Hanson, Commissioner Christenson, Commissioner McDaniel, Commissioner Bodin, Commissioner Kinney, Commissioner Ibrahim, Lt. Garland 2. Approval of minutes – (Wed 3-3-21, 7pm) a. Motion: Commissioner McDaniel, Commissioner Bodin Second 3. Discussion on Policy Manual Preamble and ABLE Training Letter a. ABLE Training letter: Emailed with the minutes sent out on 05.05.2021 by Lt. Garland i. Train the trainer program ii. Letters of support from the following: Mayor, City Manager, Perspectives, Police Chief, and the PAC iii. Review and discussion regarding the signature on the PAC’s letter of support iv. Commissioner Kinney will send update to Lt. Garland v. Motion to approve letter: Commissioner Hanson, Commissioner Kinney Second b. Policy Manual Preamble: i. Lt Garland presented first draft based on other materials currently available within the department and sought feedback from the PAC Police advisory commission meeting May 5, 2021 ii. Subcommittee (Commissioner McDaniel, Commissioner Hanson, Commissioner Christenson) will review, Lt. Garland to email out his draft and subcommittee brings suggestions to the commission at July meeting. iii. Suggestion to incorporate engagement of minorities, people of color and related communities in the final preamble. 4. Crime Info Sharing and Police Dept Updates a. Returned to a bit of normalcy, all staff has returned to being in person but being flexible with work from home as needed. Mitigation efforts in effect (masks). b. Derek Chauvin Trail – extra officers working, physical security enhancements ready at city hall and police station c. Brooklyn Center – SLP officers were on duty providing security for the area during the trials, no force was used other than a couple arrests, 3 officers were injured i. West command mobile field force – cooperative effort with Minneapolis and surrounding suburbs departments, includes training and equipment needed to handle riots and crowds, mass property damage. All agencies have a small group of members participate and in return all agencies will be available for the others if needed. SLP Police Dept has 12-20 officers trained as part of this force. ii. SLP officers are still bound by SLP policies, even if they are being lead by another city’s department. Additional support to ensure the officers there had clear instructions and the work being done is consistent with SLP’s standards. iii. Collaboration with other departments, and internally, when there are incidents in nearby areas. d. Other three officers’ trials are planned for this fall, security measures will be in place during this time as well. e. Major crime concern: converter thefts on the rise, SLP offering clinics/resources to help people combat this f. OT will be absorbed in the Police Department’s budget for extra activities in Minneapolis and Brooklyn Center. g. Officer Retention: No concerns, no officers planning to leave other than scheduled retirements, continue to give them access to psychologist, other dept tools/resources, 1:1’s with direct reports to check in 5. Commission membership updates a. Tobias – Will be joining officially as our Student Member b. Four members with expiring terms this year c. Interviews in the next couple of weeks, Commissioner Tousignant and Commissioner Hanson participating d. New Commissioners will join at the July meeting 6. 2020(21) PAC Annual Report and Workplan a. PAC reviewed prepared Annual Report and Workplan b. Discussed collection of race data efforts during traffic stops including current obstacles. 7. Community involvement in public safety discussion (On-going) a. De-escalation training/workshop for the community i. PAC reviewed draft letter intended for City Council Police advisory commission meeting May 5, 2021 ii. Lt Garland to confirm if there is a formal process to present this to the council – ie email to the mayor iii. Motion to move forward with proposal: Commissioner Hanson, Commissioner Christenson b. Host community conversations/neighborhood liaisons i. Holding this until we have a better idea of how we can interact with the community the remainder of the year with COVID. 8. Other business a. Community Events with SLP PD – Beginning to pick back up with several events now scheduled such as basketball, mini biking, National Night Out, juvenile diversion program, and fishing with a cop 9. Future discussion topic list a. Racial trauma and officer impacts in Police Dept b. Review of officer recruitment, retention, wellness c. School resource officer discussion d.
