Roll Call: Commissioner Tousignant, Commissioner Hanson, Commissioner Christenson, Commissioner Ibrahim, Commissioner Kinney, Commissioner McDaniel, Commissioner Morgan, Commissioner Nevells, Commissioner Sherman, Commissioner Bodin, Lt. Garland 2. Approval of Minutes – (Wed 7-7-21, 7pm) a. Motion: Commissioner Ibrahim, Commissioner Morgan b. Motion Approved 3. Use of Force Public Info Project a. CTAC members (Info on community housing dashboard project) i. Provided background on CTAC and different projects being worked on ii. Multi Family Affordable Housing Dashboard 1. Provides public information about affordable housing 2. Posted online using several different data sources 3. CTAC mostly helped with how the data can be presented to the general public in usable format 4. Content is based on the policy which is also included in this site for reference 5. Took about four months to create the dashboard, data was already pulled together b. Collaboration with Community Technology Advisory Commission (CTAC) i. Collaboration to post data related Use of Force using, 12-month project ii. CTAC members met with the Chief Harcey and have his support iii. Lt. Garland shared the existing Use of Force report currently posted on the SLP PD website and the MSP dashboard iv. Subcommittee to work with CTAC: Commissioner Tousignant, Commissioner McDaniel, Commissioner Ibrahim, Commissioner Kinney, Commissioner Hanson 4. Crisis De-escalation and Safety for the Community Online Event 9-2-21, 6pm a. About 75 people registered as of 9-1-2021 b. Asking BSF about recording – Lt. Garland to meet with Mark Anderson c. Possible one slide or short ParkTV recap to highlight learnings Police advisory commission meeting May 5, 2021 5. Connecting with Other Cities’ PACs and Related Groups a. Followed up with former Commissioner Howes and Lakeville City Council for a brief meeting b. Commissioner Morgan suggested a subcommittee to pull together materials to promote such group to other cities, starting with nearby communities we already have relationships with. c. Lt. Garland to check if there is a previous version of a brochure as a starting point d. Subcommittee: Commissioner Morgan, Commissioner Nevells, Commissioner Tousignant 6. Crime Info Sharing and Police Dept Updates a. Hiring/staffing: Trainee was sworn in last Monday to bring officer count to 59/58 (unusual to be overstaffed) and 2 other officers in training (both women) b. Crime Update: Serious crimes seem to be reducing c. Race data collection discussion d. Lexipol policy update (Preamble discussion): i. Commissioner Morgan had some suggestions to be added to the preamble. ii. PAC reviewed suggestions from subcommittee. iii. Lt Garland to synthesize these two versions and resend to the subcommittee to review. iv. Review of all new policies to be completed by December 17th e. Possible opportunity to do a quick presentation with the Citizen’s Academy, i. Lt. Garland will check if there’s a time slot available f. Golf Tournament: September 17th, Lt. Garland to resend email with this info 7. Discussion of PD 2019 Strategic Plan Items a. Motion to table until 11-3: Commissioner Morgan, Commissioner Sherman b. Motion Approved 8. Community Involvement in Public Safety Discussion (On-going) a. De-escalation training/workshop for the community – Can be removed going forward b. Host community conversations/neighborhood liaisons – possible connection with subcommittee formed to connect with other cities’ PACs 9. Other Business a. Handouts from Commissioner Kinney i. Add to next month’s agenda, giving the Commission time to review ii. Subcommittee: Commissioner Kinney, Commissioner Ibrahim, Commissioner Tousignant, Commissioner McDaniel b. New City Manager to attend a future meeting – Lt. Garland will request again 10. Future discussion topic list a. Racial trauma and officer impacts in Police Dept b. Review of officer recruitment, retention, wellness – Can be removed going forward c. School resource officer discussion d. Officer training topics 11. Adjournment at 9:15pm a.
