Roll Call: Commissioner Tousignant, Commissioner Christenson, Commissioner Howes, Commissioner Ibrahim, Commissioner Kinney, Commissioner McDaniel, Commissioner Morgan, Commissioner Nevells, Commissioner Slais, Commissioner Khabie, Lt. Garland 2. Approval of Minutes – (Wed 5-5-21, 7pm) a. Motion: Commissioner Morgan, Commissioner Howes Second b. Motion Approved 3. Welcome new Commissioners a. Introductions for Commissioner Slais, Commissioner Nevells, Commissioner Morgan, and Student Commissioner Khabie 4. Crime Info Sharing and Police Dept Updates a. Restarted many of the community outreach activities including basketball at Ainsworth park on Thursday 6pm. b. 9980 calls for service (increase of about 2500 calls over the last two months) and 1434 Reports written, 85 social worker referrals, 1 bias-motivated crime. c. Discussed traffic stop numbers and how those can/can’t be broken down further. d. Discussed how much time officers are spending each shift writing reports. e. School Resource Officers – 3 assigned to various schools, went back for a portion of last school year. f. Planned enforcement with local organizations such as “Towards Zero Deaths” to enforce seatbelts or cell phone use. g. Catalytic converter thefts – 20 in June 2021, event on 7.14.2021 to mark cars but need to pre-register. h. COVID 19 Response – returned to normal business operations. i. Hiring/staffing - 2 new officers start on 7.12.2021, 1 trainee in Pathways finishing training this fall. j. Summer Interns – Outreach Intern started last week, bi-lingual, part time. Hiring an Analyst Intern candidate to start background investigation next week. 5. Preamble meeting a. Lt. Garland to send to all members again, sub-committee to meet and be ready for next meeting. 6. 2020(21) PAC Annual Report and Workplan presentation review Police advisory commission meeting May 5, 2021 a. Discussed race data collection b. Discussed ensuring we are more aligned with communication and city council working plans around community policing and their expectations of our commission. c. Lt Garland to ask the new city manager to come to a meeting to discuss how we can improve communications between the City and the PAC. 7. Discussion of PD 2019 strategic plan items a. 3 areas of focus – employee wellness, community mental health, public safety communication improvements 8. Community involvement in public safety discussion (On-going) a. De-escalation training/workshop for the community i. Darius Gray – HRC, 924-2184 (952) – Opportunity to work with other commissions/boards ii. Confirm date – Partner with Ken Sysko (952) 924-2662 to understand the best date for the department and how to promote it appropriately. iii. Commissioners to join subcommittee: Commissioner Ibrahim and Commissioner Slais iv. Commission to confirm options with Mark, then circle back with Ken to confirm date. b. Host community conversations/neighborhood liaisons i. National Night Out 3rd Tuesday in August is an opportunity. Let Lt. Garland know if we want to ride along with Officers during event. Suggestion of coming up with a couple questions to ask community members around their interests/concerns. Send potential questions to Commissioner Tousignant and she’ll compile for Garland to send to the full commission. 9. Other business a. ABLE Training Application – Received and in progress b. Citizen’s Academy – Weekly training hosted by the PD, hopefully starting soon c. Ride-alongs are open if PAC members are interested. More engagement in the Schools with open discussions about ride along. d. Commissioner Howes last meeting due to relocation. i. Open position to be filled by next meeting. 10. Future discussion topic list a. Racial trauma and officer impacts in Police Dept b. Review of officer recruitment, retention, wellness c. School resource officer discussion d.
