This is in accordance with a local emergency declaration issued by the city council, in response to the coronavirus (COVID-19) pandemic. Additionally, in accordance with Gov. Walz's “Stay Safe MN” executive order 20-056, city facilities will remain closed to the public until further notice. All members of the St. Louis Park Police Advisory Commission will participate in the August 5th, 2020 meeting by electronic device or telephone rather than by being personally present at the police advisory commission’s regular meeting place at 5005 Minnetonka Blvd. Members of the public can monitor this meeting by listen only audio by calling 1.312.535.8110 meeting number (access code): 372 262 73 for audio only. Cisco Webex will be used to conduct videoconference meetings of the police advisory commission, with commissioners and staff participating from multiple locations. 1. Call to order 2. The MN Police Accountability Act (15 min) a. Update from Lt. Garland and Overview of Act b. PAC Subcommittee in partnership with the Multi-Cultural Advisory Committee and possibly the Human Rights Commission, to provide community input in response to the MN Police Accountability Act. i. Time-sensitive, as there are provisions within the Act that must be implemented this year. ii. Consider on-going meetings related to police-community relations and policing policies. 3. Overview of policing policies in SLP (Lt. Garland) (5 min) a. How are new policies implemented at the Department? b. Who implements the new policies? c. How long does it take to implement new policies? 4. 8 Can’t Wait Campaign (35 min) a. Ban Chokeholds (New legislation) b. Require Warning Before Shooting (Review SLP PD policy) c. Duty to Intervene (New legislation) d. Require De-escalation (Review SLP PD Policy) e. Requires Exhaust All Alternatives Before Shooting (Review SLP PD Policy) f. Use of Force Continuum (New legislation) g.
