HomeMy WebLinkAbout2016/11/09 - ADMIN - Minutes - Police Advisory Commission - Regular City of St. Louis Park Police Advisory Commission Minutes – November 9th, 2016 Aquila Room, City Hall I. Call to Order The meeting was called to order at 7:00. Commissioners Present: Steve Hansen, Kevin Curry, Michael Howes Tom Kukuk, Jay Arneson Staff Present: Lieutenant Harcey II. Approval of Minutes The minutes from the September 7th 2016 meeting were approved. III. Golf Tournament The Golf Tournament was held on September 9th at the Brookview Golf Course. 60 Golfers participated. Steve Hansen and Tom Kukuk volunteered with set up and staffing an activities on a holes. Steve and Tom both comment on how much they enjoyed the tournament and they believe it was a great success. Net income from the tournament was $10,935 dollars. III. Citizens Academy Lt. Harcey Provided information on the development of a Police Citizens Academy. The Academy started on 09-22-16 and the 13 who participated will graduate on 11-10-16. Tom Kukuk and Michael Howes participated in the Academy and had many positive comments on the program. Both indicated other commissioners and city officials would benefit from attending future academies. IV. PSA Commissioner Howes worked with Sgt. Garland to complete the PSA on School Bus Safety. The PSA has been posted on the City website and the local cable channel. The texting and driving PSA was completed by officers and posted on the city website and Facebook. Jay Arneson volunteered to work on a PSA on traffic Stops. Lt. Harcey reaffirmed that these types PSA’s could be valuable for the community and that this would be a good project for Commissioners to work on. PSA’s are posted on City web site and also put on the local cable channel and YouTube. Information about them can also be put on Facebook announcements, Twitter and Next Door. V. Old Business Steve Hansen and Tom Kukuk assisted with interviews of police officer candidates on 11-09 and 11-10 to fill two positions. Commissioners were encouraged to contact Lt. Harcey to set up a ride along with an Officer. VI. New Business Police Chief John Luse and Deputy Chief Kirk DiLorenzo have submitted their retirement plans effect 12-31-16. The position profile has been completed and the consultant is accepting resumes until 11-30-16. The position profile has been emailed to Commissioners. Commissioners discussed possible initiatives for 2017. Ideas included looking into the Body Camera issue and assisting the Police Department with policy input. Michael Howes and Tom Kukuk have been begun reviewing Minneapolis and St. Paul’s body camera policies. Lt. Harcey will provide them with the SLPPD policy that was used during the trial period. Receiving a presentation on Use of Force issues from the department. Lt. Harcey will set up the presentation for the January 4th meeting. Steve Hansen asked for Lt. Harcey’s perspective on the Edina PD use of force incident. Lt. Harcey explained discussed an officer’s duty to provide public safety, force necessary to effect and arrest, and issuing a citation in lieu of arrest. VII. Adjourn The meeting adjourned at 8:20 PM.
