Commissioners present: Michael Howes, Vladimir Sivriver, Jay Arneson, Lt. Parker, Jack Ostrovsky,
Zechariye Isaac, Ellen McDaniel, Charles Kelly, Matt Erickson and Eric Brown
1. Approval of September minutes call to order 7:02 p.m. -
• Approval of September Minutes, Michael Howes would like to clarify that he was referring
to hiring process of dispatchers.
• After change to minutes, minutes approved by commission.
2. Introduction of new police advisory commissioners: Zechariye Isaac and Jack Ostrovsky
3. Body-worn camera implementation update
• Began testing body-worn cameras (BWC). Watch Guard BWC technology had issues with
redacting and storing footage. Also had issues reaching technical support. Watch Guard
excelled at dash cameras, they have them one the side, front and backseat of the car.
Moving on with test trials with Axon, so far it is going well. Cloud-based system seems to be
working well. Taking a look at sensors that would be attached the gun so that in high stress
situations they don’t have to remember to turn on their BWCs. The sensors would turn on
the camera if the gun is drawn. Taser 7 is a new taser that also has a sensor that can trigger
the camera. This would reduce our risk of having a critical incident and not report it. A trial
lasts about six weeks. If the department gets tasers and cameras the company is offering
free five years of record keeping. Department is hoping to have BWCs up and running by
April 1.
4. Police department strategic planning update
• Police Chief hired Charles Weinstein to develop a strategic plan for the department. A
survey went out to the police department. Mr. Weinstein interviewed 22 officers in person
about the department. A retreat took place on Oct. 22 where the results of the interviews
and survey results were shared. At the meeting goals for the next 3 - 5 years for the
department were discussed. Lt. Parker presented the draft plan to the PAC. Department
would be look at employee schedules, employee wellness, lead a community mental health
collaboration and increasing dispatch staff to meet operational demands. Next steps are to
create action plans.

5. Spring 5K fundraiser planning discussion
• Tentative date of Sunday, April 28th, 2019. Wayzata Results timer is available then. Ellen to
check with Park and Rec Lead Nate Rosa. Perspectives Inc. contacted Ellen about partnering
on the 5k. Next steps are to reserve wolfe park and to create the registration page.
6. Staffing Update – CSO process, Police Officer, Pathways Program
• A female officer resigned, going to begin the hiring process soon. Two other officers looking
at federal positions.
