This is in accordance with a local emergency declaration issued by the city council, in response to the coronavirus (COVID-19) pandemic. All members of the St. Louis Park Police Advisory Commission will participate in the Nov. 4, 2020 meeting by electronic device or telephone rather than by being personally present at the police advisory commission’s regular meeting place at 5005 Minnetonka Blvd. Members of the public can monitor this meeting by listen only audio by calling 1.312.535.8110 or 1.415.655.0001, meeting number (access code): 372 262 73 for audio only. Cisco Webex will be used to conduct videoconference meetings of the police advisory commission, with commissioners and staff participating from multiple locations. 1. Call to order Commissioner McDaniel call to order at 7:03 PM. a. Roll Call: Hanson, Bodin, Christenson, Howes, Ibrahim, Kinney, McDaniel, Tousignant & Hosak. Lt Garland also present b. Approval of Agenda Motion: Commissioner Hanson, Commissioner Kinney Second Vote: Approved c. Approval of previous meeting’s minutes (Sep.) Motion: Commissioner Christenson, Commissioner Howes Second Vote: Approved 2. PAC Membership (Introducing new youth member (A. Hosak) and prospective youth member (T. Khabie)) a. Introduction of current Commissioners to new members 3. Open meeting law info (Mr. S. Mattick, SLP City Atty.) The Minnesota Open Meeting Law requires that meetings of governmental bodies generally be open to the public. This information brief discusses the groups and types of meetings covered by the open meeting law, and then reviews the requirements of and exceptions to the law and the penalties for its violation. a. Law that Governs Committees a. Decisions need to be made in meetings. b. This is designed to prevent discussions happening through email. c. Questions & thoughts should good through to Lt. Garland to ensure there are no violations of this law. d. All communication on committee topics are open to the public. e. PAC is subject to this law. Follow the guidelines of this law. b. Quorum is majority which would be 7 members. Don’t have the quorum discussing any topics outside of the standard meetings. Deadlines for posting of the meetings. a. If standard meetings are on the calendar then agenda items can be added at anytime. b. Special Meetings give at least 3 days notice prior to meeting. c. Sub committees are not subject to the open meeting law d. Data on personal electronic devices when doing city work are subject to the data practice act. 4. Subcommittee on Police Use of Force update (Collab. with HRC and PMAC) a. First draft of Police Use of Force is a combination of the current policy and model policy b. Commissioner McDaniel is creating an introduction to the policy c. City Council wants to see draft by November 23, 2020 a. PAC will review policy again one more time prior to implementation d. New policy needs to be implemented by December 15, 2020 e. Commissioners had discussion and feedback on draft and format a. Any suggestions of changes to the policy, email to Lt. Garland 5. Crime info sharing (Lt Garland) a. Connection request from City of Crystal community members (Update?) a. Commissioner Mc Daniel reached out but no response b. Lt. Garland to follow up b. Personnel, assignment changes, recruitment in the Police Dept. a. Domestic assaults have increased b. Traffic deaths on the rise in MN this year (several related to speeding) 6. Community Involvement in Public Safety (On-going) a. Community-Policing in the midst of COVID-19. b. Records staff returned to WFH c. Tracking hours that are dedicated to COVID d. Reserve and Police Explorer Meetings resumed in end of October b. De-escalation training/workshops for communities and neighborhoods. a. Commissioner Tousignant will follow up with two different organizations. i. Mental Health Crisis Response Institute ii. Minnesota Crisis Intervention Team (Barbara Snyder Foundation) a. PAC to create proposal to City Council to pay for training i. Benefit to Community, Police Department & building relationships between the two. c. Host community conversations/neighborhood liaisons. 7. Future discussion topic list i. Q & A with SLP PD officers on the how the murder of George Floyd has impacted their work and mental health. ii. Review of officer recruitment, retention, wellness and safety iii. Review the role of School Resource Officers iv. Officer Training v. St. Louis Park Public Schools Newsletter a.
