POLICE ADVISORY COMMISSION MINUTES
November 1, 2017
7:00 p.m.
City Hall Aquila Room
Call to Order: 7:04 p.m.
Commissioners Present: Matt Kinney, Alicia Hamilton, Jay Arneson, Michael Howes, Charles
Kelly, Ellen Sackrison, Lieutenant Jon Parker, Tom Kukuk, Eli Curran-Moore.
Approval of November Agenda: Alicia H motioned, Tom K 2nd
1. Approval of September Minutes, Charles motioned, Tom K 2nd.
2. Old Business
a. City Council Presentations – 4th session November 27th
i. Lt. Parker- The last meeting was canceled and moved to November 27 at
6:00 p.m., location is still to be determined. The presentations are meant
to share with City Council on the policy of critical incidents.
3. Planning/Coordinating a 5k Fundraiser
a. Commissioner Ellen met with Lt. Parker and members of the SLP Community
outreach team in October. Lt. Parker looking into permit for Sunday, April 29,
2018. Alicia H- could we do race a cop? Gigi’s Playhouse has a race on May 21,
the Pediatrics office next door could also be involved.
4. Citizen Surveys – Police data collection
a. Commissioner Matt Kinney- the next citizen surveys take place every 6 months.
Look into changing and consulting on the data that has already been collected.
Also would like to figure out how to increase the amount of surveys received.
Suggesting for the survey: adding demographic questions about race, age and
gender orientation. Lt. Parker, as a committee we would produce suggestions
and recommendations to give to the chief. Set up a meeting with Briana to
discusses changes. Lt. Parker can facilitate the meeting. Police data collection
could be farther down the road, city council is starting to get interested in this
type of information. Both Minneapolis and St. Paul are currently collecting data
on race when they come into contact with an individual. Commissioner would
like to know if the citizens of St. Louis Park are as happy with the SLP PD as I am.
Commissioner Alicia- Suggest putting together an action plan for the next 6
months. Lt. Parker, as a group we can put together a proposal on changes to
make to the citizens survey. Commissioner Matt Kinney will set up meeting with
Briana and report back to the PAC.

5. Use of Force Policy
a. Lt. Parker put Use of Force Policy because it is based on case law. Not a lot can
be done except for intent. Lt. Parker has been asked to add new language about
why de-escalation is important. It would be good for the PAC to weigh in on this.
We can get ideas from other departments on what language to use.
Commissioner Matt Kinney talked about the Vera Institutes of Justice, which
works with police departments and communities on justice. They help develop
policies with the community and police department’s input. It may be possible to
submit a proposal to a Rep here in Minnesota to seek funding. It is called the
PEACE Initiative. Proposals are due November 21st. The police department will
start documenting incidents of use of force, including incidents where minimal
force is used outside of handcuffing. Commissioner Alicia to reach out to Susan
Niz to come speak to the PAC.
6. Police Department staffing update
a. Announced Promotions
i. A couple of changes. One officer has given their letter of resignation. A
new officer has been promoted to Lt. and another promoted to Sgt., will
go into effect on January 1st.
7. New Business
a. The holiday train is coming to St. Louis Park on a Sunday night. Lt. Parker will
email the commission the date.
b. Commissioner Ellen attended the Sex Trafficking Presentation in September
hosted by the Police Department. Very successful event.
c. 2 PAC members attended the Golf Tournament.
