Police Advisory Commission
Minutes – September 7th, 2016
Aquila Room, City Hall
I. Call to Order
The meeting was called to order at 7:00.
Commissioners Present: Steve Hansen, Charles Kelly, Kevin Curry, Michael Howes
Tom Kukuk, Vladimir Sivriver, Jay Arneson
Staff Present: Lieutenant Harcey
II. Approval of Minutes
The minutes from the May 4th and the July 6th 2016 meetings were approved.
III. Golf Tournament
The Golf Tournament is scheduled for September 9th at the Brookview Golf Course. 60
Golfers are registered and 24 hole sponsors secured. Steve Hansen and Tom Kukuk
volunteered to assist with set up and staffing an activity on a hole.
III. Citizens Academy
Lt. Harcey Provided information on the development of a Police Citizens Academy. The
Academy will be eight weeks starting on 09-22-16. Lt. Harcey informed the Commission
that they are encourage to attend, assist with logistics, and promote the event.
IV. National Night Out
National Night Out 08-02-16 was a great success. Officers visited around 135
Neighborhood meetings.
V. PSA
Commissioner Howes worked with Sgt. Garland to complete the PSA on School Bus
Safety. The PSA has been posted on the City website and the local cable channel. The
texting and driving PSA was completed by officers and posted on the city website and
Facebook. Steve Hansen and Michael Howes volunteered to work on a PSA on traffic
Stops. Lt. Harcey reaffirmed that these types PSA’s could be valuable for the community
and that this would be a good project for Commissioners to work on. PSA’s are posted
on City web site and also put on the local cable channel and YouTube. Information about
them can also be put on Facebook announcements, Twitter and Next Door.
VI. Old Business
Lt. Harcey informed the commission that there were upcoming interviews of police
officer candidates and requested assistance from commissioners on the interview panels.
Commissioners were encouraged to contact Lt. Harcey to set up a ride along with an
Officer.
VII. New Business
Police Chief John Luse and Deputy Chief Kirk DiLorenzo have submitted their
retirement plans effect 12-31-16. The City will be hiring a Consultant to create a search
process for the next Chief of Police. Commissioners will be asked to participate in
assisting with the process.
Commissioners discussed possible initiatives for 2017. Ideas included looking into the
Body Camera issue and assisting the Police Department with policy input. Possible
discussion on PAC conducting civilian review of police action. Receiving a presentation
on Use of Force issues from the department.

The meeting adjourned at 8:10 PM.
