POLICE ADVISORY COMMISSION
MINUTES
September 6th, 2017
7:00 PM
City Hall Aquila Room
Call to Order: 7:00pm
Introductions:
Lt. Jon Parker introduced Eli, new youth commission member.
Commission members present: Lt. Jon Park, Jay Arneson, Ellen Sackrison,
Alisha Hamilton, Eric Brown, Michael Howes, Vladimr Sirvriver, Matt Kinney,
Kevin Curry and Tom Kukuk all present. Guest Breanna Freedman present.
1. Approval of July 2017 Minutes
Jay Arneson moves to approve July Minutes, approved.
2. SLP Golf Tournament– Breanna Freedman
a. Volunteers
Taking place on September 22nd. Breanna Freedman from the liason
office. Looking for PAC to volunteer. Student explorers also attend the
tournament. The specifics have not been laid out yet, tournament is
taking place at Brookview Golf Course. If a PAC member would like to
volunteer contact Alex Drager at adrager@stlouispark.org or Breanna
Freedman. Breanna’s contact information is bfreedman@stlouispark.org
or (952) 924-2184. Event typically takes place from 6am-1pm. Golfers
start at 7am and usually end at 11:30am. Lunch is provided then prizes
are handed out.
b. Fundraising
Also looking for golfers, and promotions. This is a very fun tournament,
a lot of prizes. Last year PAC members made contact with businesses in
St. Louis Park that have donated in the past. If you know of any business
or have connections, let Breanna know. PAC to receive hard copies of
information, fundraising and sign up sheets. Whole sponsorship is $200.
Last year there 16 teams, 4 members per team. This year registration is
down. $85 per individual to golf. Commissioner Vladimr- the former
chair did a good job with approaching businesses, especi ally at the West
End.
3. Citizens Academy
Breanna Freedman here to present information on this fall’s Citizens
Academy. Brought registration form, starts September 14 th and is a 10
week program. 15 participants in total, 5 open spots still. Each week is
taught by a different officer. The program has been revamped. Michael
Howes- this program is hands-on, interactive, get involved with the
SLPPD. Would highly recommend to new PAC members. The program
runs on Thursdays from 6-9pm. Each night begins with dinner.
4. City Council Presentations
Lt. Jon Parker sent an email with dates on City Council Presentations.
The City Council would like to talk about different topics with the
SLPPD each meeting. There are 4 meetings scheduled, first meeting
took place in August. Other topics covered in meetings will be use of
force and critical incidents. Lt. Jon Parker encourages PAC members to
attend these meetings. The next meeting is September 25th.
5. Officer Ride Along
Lt. Jon Parker wanted to remind everyone that they can set up a time to
ride along with a SLP officer. Recommend to see how SLPPD mission
plays out, and how officers interact with the community. This
experience will show the culture of the organization.
6. Citizens Surveys
Breanna Freedman hand out 2017 Community Outreach Activities. Still
looking to have another community event and engagement. This would
be a great opportunity for PAC members. This is still be being planned,
Breanna will let Lt. Jon Parker know.
Surveys are done by police district. We conduct them every season. Last
season (Spring) we did district 41. Surveys will be sent to District 43
this fall, community event will be hosted for District 42. Lt. Jon Parker-
we use surveys to determine what areas to further look into, example
being popular speeding areas. Surveys are sent in a variety of ways. Sent
via mailings, internet, social media. Copies of survey brought to PAC
meeting for PAC members to look through. Matt Kinney would like to
form Surveys for citizens regarding trust/relationship with SLPPD.
Commission Member Matt Kinney to send out email follow up.
7. 2017 Initiatives
a. Planning/Coordinating a 5k Fundraiser
Police Community Outreach team would be the next stop.
Commission Member Ellen would like to organize 5k race, a possible
joint fundraiser with SLPPD and local sports clubs and teams.
b. Use of Force
Upcoming City Council meetings will touch on use of force. Lt. Jon
Parker has new task of revamping on use of force incidents.
c. PSA
1)Traffic Stop
o Breanna Freedman present to show the PAC the Traffic Stop
PSA. Has not yet been made public. Park TV assisted with this
PSA. Alisha, in future PSA’s to consider more diverse. Lt. Jon
Parker has noted that, it has been discussed amongst the fellow
officers. Michael Howes- PSA’s need to be more readily available
to the public, currently are buried along with other videos
provided by St. Louis Park.

8. New Business
a. Police Department staffing update
Chief Harcey has submitted a request for one additional sergeant, police
officer, dispatcher and CSO’s. Currently waiting to see if City Council
passes budget, this will take place in early December.
Commission Member Michael Howes- encourage PAC members to
attend community outreach activities. Wondering if should meet more
than once per month. Commissioner Matt Kinney suggest sub-
committees to work between meeting dates. Commissioner Eric Brown
suggest adding discussion to November meeting. Commissioner Alisha
would like to see PAC get more involved in other groups within SLP.
Commissioner Michael Howes suggest changing meeting locations to
allow more public members to be present.
