Parker 1. Approval of July minutes a. Minutes approved by commission. 2. Body-worn camera implementation update a. Several city council meetings have taken place since the last PAC meeting. City council has voted to approve the policy for body-worn cameras on Tuesday, Sept 4. A resolution was added stating for the police department to follow up after six months of implementation. The police department is now testing equipment for functionality. The two brands being tested are Axon and Watch Guard. There were questions brought up at the meetings 1.) Should officers turn on their cameras more often? and 2.) Should officers be able to view the footage before writing the report? The ACLU objected and members of city council were quoted in the Sun Sailor. Commissioner Howes concerned that members of the PAC, human right commission (HRC) and multicultural advisory commission (MAC) were not aware the city council was voting on the policy Tuesday evening. The goal is to have the body cameras up working on Jan. 1, 2019. Lt. Parker will send information about the budget for body-worn cameras. 3. Upcoming events a. Golf tournament i. Taking place on Friday, Sept. 7. Lt. Parker sent out an email to PAC members. b. Citizens’ Police Academy i. Taking place on Thursday evenings this fall. Commissioner Kinney suggests for anyone to participate. c. Police department strategic planning i. Chief Harcey has started to send out surveys to the police department. The police department has hired Chad Weinstein to assists with strategic planning. Looking for obstacles the police department will have to face. Weinstein will be conducting interviews with police officers. There is a retreat scheduled for the officers as well. Looking to implement three-year plan. ii. Commissioner Howes suggested to propose or look into how clinical psychologists can get involved with the police department on a volunteer basis. Staffing update – CSO process, police officer, Pathways Program a. Intern starting the Pathways program. Fully staffed right now. Waiting to hear from city council about budgeting for new positions. 5. New business a. Commissioner Howes - Is St. Louis Park generally look for people with experience for a job, or do they hire in house? Lt. Parker said the department prefers individuals with experience.
