POLICE ADVISORY COMMISSION
MINUTES
Sept. 4, 2019
7 p.m.
City Hall - Aquila Room
Call to order: Commissioners Kinney, McDaniel, Arneson, Trummer, Ault, Howes,
Lt. Parker, Hanson, Orloff, Sivriver,
1. Approval of agenda
a. Commissioner Ault, Commissioner Kinney second
2. Approval of July minutes
a. Commissioner Kinney motion to table approval of July 2019 minutes
to November meeting. Commissioner Ault second.
3. Introduction of new PAC members
a. Megan Hanson
b. Noah Orloff
4. Community mental health response partnership with Hennepin County.
Presented by Senior Social Worker Luke Sloan and Annette
a. St. Louis Park Police Department as part of a new initiative Hennepin
County is placing social workers in six different precincts. Luke Sloan
works in St. Louis Park and Hopkins. Purpose is to work on mental
health initiatives in the community and within the department. Social
workers conduct follow up check-ins with individuals who have called
the police and may have mental health needs. Luke will work with
officers and will provide resources to the individual(s). This program
also works with juveniles.
b. Police are providing 60 percent of costs, county is putting forth 40
percent.
c. Luke: an initiative to get people who have frequent contact with
police who ultimately need resources. Luke can make a referral to
the individual for services. This is a way for the police and the

community to have a stronger relationship. Luke already has
upwards of 70 referrals between Hopkins and St. Louis Park.
d. According to St. Louis Park Police Department, mental health calls
have gone up 600 percent in the last five years in St. Louis Park.
e. Also, able to work with individuals who have chemical dependency
issues.
f. Always collecting data. Because this is a Hennepin County program
there are some barriers to sharing information with St. Louis Park
Police Department. Guidelines have been put into place in providing
information to Luke.
g. The St. Louis Park Police Department crisis intervention team is
involved and meet with Luke monthly.
5. Crime-Free Multi-Housing Program discussion
a. Talked about starting a task force in July but nothing has been
determined.
b. This topic will stay on the agenda, we will monitor the task force that
is currently meeting.
c. Commissioner Howes asks each commissioner of the PAC to write up
their thoughts on the ordinance and send to Commissioner Trummer.
Commissioner Trummer will reach out to MAC and HRC. Deadline is
Oct. 7. Commission will approve final write up at November meeting.
6. Race data collection
a. Commissioners Kinney, Trummer and McDaniel met in August to
start talking about race data collection.
b. Data collection and data analyzing
i. Relative consensus on data collection. We are looking at the
police officer’s perception of the race of the individual.
ii. Will be difficult to analyze due to high traffic volume of St.
Louis Park have to look at arrest rates and the aftermath of
each arrest.
c. Commissioner Kinney contact the equity coordinator about race data
collection about different categories. Also reached out to Lt. Parker
to provide examples of report variables. This information will be
valuable to look at when looking at race data collection.

d. Sept. 17 (Edina and St. Louis Park command staff) and 18 (St. Louis
Park by itself with consultant) workshop scheduled.
e. Lt. Parker brought crime statistics of St. Louis Park.
f. Next steps are to learn what the PAC role is in data collection after
September workshops with consultants.
7. Staffing update – CSO process, police officer, Pathways Program
a. Interviews are being scheduled for Pathways Program
b. Two open positions by the end of the year.
8. Issue of changing the meeting day and frequency of meetings. Schedule
council recommendation that one PAC meeting be recorded for broadcast
on Park TV.
a. Lt. Parker will send out options for PAC meeting in January.
9. PAC by-law discussion
a. By-law discussion in November
i. Discussion about meeting frequency and how often sub-
committee’s meet.
ii. Brief discussion on the day of the week. Lt. Parker will send out
survey about days of weeks.
iii. Commissioner Howes sent out ideas for changes to by-laws.
iv. Final votes on by-laws will take place at November meeting.
a. Majority of commission voted yes to change dates
for elections and terms office to May-June.
v. Commissioner Trummer suggests setting an end time for each
meeting.
10. New business
a. Commissioner McDaniel to set up PAC dropbox to store documents.
Next meeting: Nov. 6, 2019.
