POLICE ADVISORY COMMISSION
MINUTES
August 5, 2020
1. Call to order: Call to Order at 6:03 p.m. Commissioners present:
Christenson, Kinney, McDaniel, Howes, Orloff, Tousignant, Ibrahim, and
Ault. Lt Garland was also present.
2. The MN Police Accountability Act
a. Update from Lt. Garland and Overview of Act
• Lt. Garland discussed the PD’s in-progress and ongoing review
of statutes and alignment with relevant policies.
• Commissioner McDaniel provided an overview of the MN
Police Accountability Act.
b. PAC Subcommittee in partnership with the Multi-Cultural Advisory
Committee and possibly the Human Rights Commission, to provide
community input in response to the MN Police Accountability Act.
• Commissioners Bodin, Tousignant, Ibrahim, Howes, and
McDaniel all requested to be part of the subcommittee.
Commissioner McDaniel is going to reach out to MAC and HRC
about subcommittee and future meeting dates.
3. Overview of policing policies in SLP (Lt. Garland)
• Lt. Garland explained the PD’s position and practices on
updated, current policies, amendments, and new policies. Lt.
Garland also provided information on Lexipol and that the SLP
PD is considering subscribing.
4. 8 Can’t Wait Campaign
• General discussion: Commissioner Howes shared that in
reviewing the data on the website, major cities, including the
St. Louis Park Police department meet most of the 8 Can’t Wait
requirements. (SLP meets 6)
a. Ban Chokeholds (New legislation)

• Lt. Garland provided a summary of SLP PD’s Response to
Resistance Report.
b. Require Warning Before Shooting (Review SLP PD policy)
• Lt. Garland discussed SLP PD’s policy on shooting vehicles.
Commissioner Howes discussed the feasibility of giving a
warning before shooting.
c. Duty to Intervene (New legislation)
• This is currently a standard in which the SLP PD practices, but it
is not written explicitly in policy. Commissioner Kinney shared,
along with others that this should be changed.
d. Require De-escalation (Review SLP PD Policy)
• Lt. Garland shared how de-escalation is fundamental to how
the PD works. The PD collects data on when de-escalation is
used.
e. Requires Exhaust All Alternatives Before Shooting (Review SLP PD
Policy)
f. Use of Force Continuum (New legislation)
• The SLP PD will need to amend its current policy to align with
new legislation.
• Commissioner Howes discussed the information that Chief
Harcey provided to City County during the 7/27 meeting.
g. Require Comprehensive Reporting (Review SLP PD Policy)
h. Ban Shooting at Moving Vehicles (Review SLP PD Policy)
5. Review of other policies
a. Expanding partnerships with community-based mental health
organizations.
• Lt. Garland shared how currently the SLP PD partners with
Hopkins and Hennepin County in sharing a social worker. Lt.
Garland discussed the origins of this relationship and the short
term case management model.
• The new legislation requires training on autism awareness and
mental health training.
b. Body-worn camera policy
• Commissioner McDaniel provided an overview of the PAC’s
involvement in the BWC discussion. The PAC asked Lt. Garland

to look into whether or not an audit has been released since
it’s implementation.
c. Data Collection
• Lt. Garland discussed the presence of race identifiers in
Response to Resistance Reports.
• The new legislation passed requires the Chief Law Enforcement
Officer to report use of force incidents to the BCA. The SLP PD
already does this.
• There was a brief discussion on race data collection and the
conversations that the PAC and City Council have had in the
past.
• Commissioners discussed various methods of collecting data,
as well as the cost.
6. Upcoming Meeting Agenda Items or topics for subcommittee:
a. Q & A with SLP PD officers on the how the murder of George Floyd
has impacted their work and mental health.
• Commissioners would like to learn more about the PD
Employee Wellness Initiative, as well as how the community
can become more involved.
b. Community Involvement in Public Safety
i. Community-Policing in the midst of COVID-19.
ii. De-escalation training/workshops for communities and
neighborhoods.
iii. Host community conversations/neighborhood liaisons.
c. Review the role of School Resource Officers
• Lt. Garland provided information regarding the roles and
responsibilities of SROs.
d. Officer Training
e. Officer Misconduct and Complaint Process
