Police advisory commission (PAC)
Meeting minutes
July 11, 2018, 7 p.m.
City Hall - Aquila Room
Call to order: Commissoner Jay Arneson call to order at 7:06 p.m.
Commissioners present: Jay Arneson, Matt Kinney, Michael Howes, Matthew Erickson, Ellen McDaniel,
Vladimir and Lt. Parker
1. Approval of January, March and May minutes
a. Motion to approve January, March and May minutes - Matt K, Matt E 2nd. Approved
2. Introduction of new PAC members
a. Matt Erickson present, went through orientation and training with Lt. Parker.
b. PAC will be one commission member short. PAC members suggested to advertise position.
3. Body-worn camera implementation update
a. Lt. Parker thanks the PAC for their work on the draft policy. Chief Harcey has implemented
suggestions offered, but the policy is not ready for public viewing. The policy will be first
shown to the city manager. Study session on body-worn cameras is on the Aug. 13, and a
public hearing is on Aug. 20. PAC members are encouraged to attend. Policy will be
released before study session and public hearing. Equipment trials will begin in September
and possibly October. City council will most likely ratify the policy in September.
4. Upcoming events
a. Crime Fund Golf Tournament is Sept. 7. PAC members are encouraged to volunteer or
participate.
b. New Citizens’ Academy begins in September. Dates are yet to be decided.
5. Staffing update – CSO process, police officer, Pathways Program
a. Hired a new CSO, department now has four CSO’s. Two new police officers started this
week. They are currently in field training.
b. 57 officers total in the department
c. Currently conducting interviews for Pathways officer.
d. New positions forthcoming in 2019 depending on budget and need.
6. New business
a. Consider associating Special Olympics with the 5K. Law Enforcement Torch Run.

b. Commissioner Matt Kinney - Any new information about the survey? No new
information, like revisions. Possibly start in January 2019.
