Police Advisory Commission
Minutes – May 4th, 2016
Aquila Room, City Hall
I. Call to Order
The meeting was called to order at 7:00.
Commissioners Present: Steven Hanson and Vladimir Sivriver
Staff Present: Lieutenant Harcey
II. Approval of Minutes
The minutes from the March 2nd, 2016 joint meeting of the PAC, HRC, and the MAC
were reviewed.
III. Review of the 2015 Annual Report to Council
Commissioner Hansen stated he presented the 2015 report to Council in February. He
explained that he told Council the PAC was somewhat stagnant in 2015 and was in need
of new Commissioners to be appointed by Council. He reported on having a
conversation with Chief Luse about future activities the PAC could get involved with, for
example a Citizens Academy and PSA’s regarding crime prevention tips for the
community.
IV. Golf Tournament
The Golf Tournament is scheduled for September 9th at the Brookview Golf Course. It
was decided to mail save the date postcards out the week of May 23rd and the sponsor
letter out with week of June 27th with a donation deadline of August 12th. Commissioner
Hansen would like a place on the letter for them to respond that they do not wish to
participate as a sponsor and return envelopes included in the mailing. Commissioners
were reminded that they will need to assist with contacting sponsors for donations and for
assistance on the day of the event.
V. Citizens Academy
Lt. Harcey Provided information on the development of a Police Citizens Academy.
Commissioners reviewed a draft outline of topics to be covered during the Academy.
Commissioners Hansen and Sivriver both agreed that the topics were appropriate and
suggested that the Academy may be more appealing to participants if it were condensed
to 6-8 weeks. Lt. Harcey informed the Commission that they are encourage to attend,
assist with logistics, and promote the event.
VI. SLP Friends of the Arts’ Our Town Sings
As a result of the joint project between the PAC, HRC, and MAC to reach out to
immigrant and diverse communities; the commissions have decided to focus on working
with the SLP Friends of the Art’s Our Town Sings event on 7-19-16 from 6:00 to 8:00
p.m. The MAC will be sponsoring a Somali band to perform at the event. The HRC is
still developing their planned involvement. Lt. Harcey sought ideas on how the PAC
could contribute to the event. Lt. Harcey suggested that Commissioners could staff a
Police booth displaying a squad car and provide information materials to those in
attendance. Commissioners Hansen and Sivriver agreed.
VII. PSA Videos
Commissioner Hansen suggested that a PSA on what to expect when an officer conducts
a traffic stop on a vehicle. He also suggested that a PSA regarding the complexity of the
decision to use force by a police officer may be something beneficial for the community.
Lt. Harcey reaffirmed that these types PSA’s could be valuable for the community and
that this would be a good project for Commissioners to work on. PSA’s are posted on
City web site and also put on the local cable channel and YouTube. Information about
them can also be put on Facebook announcements, Twitter and Next Door.
VIII. Old Business
Commissioner Hansen requested an update on Council appointments to the commission.
Lt. Harcey stated that the Council has received applications and were in the process of
interviewing candidates. Appointments are expected in the near future.
IX. New Business
Commissioner Hansen suggested new members be provided with a thorough on boarding
process. Information regarding the Commissions mission, work they are conducting, an
overview of the police department, and a police ride along. Lt. Harcey agreed and
requested commissioners to participate in the process.
Commissioner Hansen also suggested the agenda format be updated to include the
mission of the commission as part of the header.
X. Adjourn
The meeting adjourned at 8:05 PM.
