Police Advisory Commission
Minutes – May 3rd, 2017
Aquila Room – City Hall
I. Call to Order
The meeting was called to order at 7:00.
Commissioners Present: Jay Arneson, Michael Howes, Steve Hansen, Vladimir Sivriver
Staff Present: Chief Harcey
II. Approval of Minutes
The minutes from the March 1st meeting were reviewed and approved.
III. Body Worn Cameras
The Commission reviewed the draft memo to Council on implementation of body worn
cameras. The memo was approved with minor grammatical corrections. Chief Harcey
indicated he would forward the memo to City Manager Tom Harmening to provide to
Council.
IV. PSA
A) Texting and Driving PSA was completed and released on the City Channel
and by Social Media.
B) Traffic Stops – Commissioner Arneson has met with Officer Skog, Nadem
and Heffernan. They reviewed several videos done by other agencies.
They agreed on a format that they liked and will be scheduling production
in the near future.
C) The Commission discuss possible future PSA’s on bike or trail crossings
and crosswalks.
D) The Commission requested that all of the previously completed PSA’s be
added to the Police Department website.
V. Old Business
A) Citizens Academy – Commissioner Howes asked if a 2017 Citizens
Academy would be planned. Chief Harcey indicated that it is being
planned for the fall of 2017 and Commissioner Howes volunteered to
contact Officer Draeger to offer assistance.
VI. New Business
A) Chief Harcey updated the Commission on the Police Trainee recruitment
process, the Deputy Chief, Lieutenant and Sergeant promotional
processes.
B) New Commissioner Council appointments are scheduled for the May 15th
Council Meeting.
C) Formal on-boarding for new commissioners will be scheduled in June to
prepare the new commissioners for their new positions.
D) Commissioners were asked to participate in the upcoming Children First
Ice Cream Social on May 21st from 2-5 at the ROC and the Parktackular
on June 17th.
E) Commissioners were provided information on their anticipated
involvement in soliciting sponsorship for the Golf Tournament.
F) Commissioners discussed possible initiatives for 2017. Ideas included
continuing at looking into the Body Camera issue and assisting the Police
Department with policy input.

The meeting adjourned at 8:30 PM.
