Parker, Jay Arenson, Michael Hoews, Matt Kinney, Ellen McDaniel. 1.Approval of January and March minutes Cannot approve this meeting. 2.Body-worn camera (BWC) draft policy progress PAC met with MAC and HRC in April about the draft BWC policy. Commissioners Ellen, Matt and Michael met as a group to discuss thoughts on BWC. HRC and PAC held a community forum on April 10 on the general idea of implementing a BWC policy. PAC is to come up with a written document about thoughts and changes to be made to draft by mid-May. Commissioner Michael shared that one of the biggest concerns was that the officer can view the video before they write a report. Other concerns found within the community was visibility of the camera, what is considered an adversarial encounter, getting the opinions of public defenders. Overall the HRC did not have many concerns with the implementation of the BWC policy. The subcommittee will come up with the BWC policy document to give Chief Harcey. One hundred eighteen total registrations. Park Flyers and police will receive funds once the account is settled. Heard great feedback. Hope to do next year. Will make list of changes to make for next year. 4.New business None at this time 5.Staffing update – CSO process, police officer process There were three openings for police officer positions. One new officer was sworn in. Police department is reviewing applications to provide to the chief for two more officers that have passed background checks. Next meeting: Wednesday, July 11, 2018
