Parker, Ellen McDaniel, Vladimir Sivriver and Jack Ostrovsky present 1. Approval of March minutes- Not enough commissioners present, will vote at July meeting. 2. Body-worn camera demonstration discussion a. Mayor Spano’s State of the City event on May 30 from 6 – 7:30 p.m. , ROC • Chief has asked PAC members to table at the State of the City. There have been brochures about the body worn camera made that can be used. • Incorporate officers who have used the bwc for a bwc demonstration at the State of the City. • Possibility of putting up a video demonstration. • Set up a mock demonstration using bwc and squad camera. • Have a live video feed showing camera at event. 3. Meeting with city council, June 10 (Purpose: Review work plan, Q&A, led by chair) • Meeting is at 6 p.m. Not a lot to do to prepare. 4. An unknown individual moved cones prior to the race start which led runners in the wrong direction. Will discuss in the upcoming months methods to improve the race. 5. Review council recommendation that one PAC meeting be recorded for broadcast on ParkTV. • Schedule for September 2019 meeting. 6. Staffing update – CSO process, police officer, Pathways Program, dispatch • Hired new part-time dispatcher. Hired new community outreach officer. Three new officers. Hired new Pathways Program officer. 7. PAC by-law discussion • These points are for discussion and will be voted on by commission: • Lt. Parker to look at what other commissions have updated. • Insert “diversity” into 1.33 Values section. • Change dates of election of officers to May. Start of the term will coincide with June 1 when new members start date. • Change section 3.1 to limit the officer’s term to one year. • Change section 4.2 to May. • Discussion of regular meetings 12 times per year. • Discussion of what day of the week to meet on. • Discussion of sub-committees. • Add agenda approval to meeting. • Discuss attendance policy. • Discussion on workplan submission. Should be submitted prior to annual meeting of board and commissions. • Annual report should be submitted prior to annual meeting of board and commissions. • Need to change dates in membership terms. Begin discussion about golf tournament next meeting. b. Commissioner Kinney introduce discussion about SLP PD data collection. Recommends reading the 21st century policing report. Suggests that at each meeting we discuss a different topic. c. Establish sub-committee to go over data best practices. Adjoun: 8:40 p.m. Next meeting: July 10, 2019
