Minutes
March 7, 2018
7 p.m.
City Hall - Aquila Room
Call to order: Jay Arenson call to order at 7:01 p.m.
Commissioners present: Lt. Jon Parker, Chief Harcey, Eli Curran-Moore, Jay Arneson,
Tom Kukuk, Charles Kelly, Michael Howes, Ellen McDaniel, Officer Greg Weigel,
Officer Ally Jones, Officer Chad Kraayenbrink
1.Approval of November minutes - will approve at the next meeting in May.
2.Body-worn camera (BWC) draft policy review
Representatives from police work group that was put together to develop
BWC policy. Officers reviewed examples policy and looked at state statute. A
draft policy was put together for the PAC to review and take the lead on
seeking input from other St. Louis Park commissions. Chief Harcey let the PAC
know they have created an action plan on how to disseminate the policy and
to gain input. PAC is to receive feedback from other commissions and St.
Louis Park schools and report back to Chief Harcey.
The current draft policy is based on emerging policies. Minnesota state law is
incorporated into this policy. The state legislature has guidelines on how to
implement BWC policies within police departments. The League of Minnesota
Cities provided an easy-to-use template the St. Louis Park Police Department
used to develop the current draft policy.
Golden Valley and Brooklyn Park have recently implemented new BWC
policies.
Commissioner Arneson asked question about how BWC implementation
would enhance officer safety. Officers shared that there is research that
behavior changes when behavior is being recorded.
Commission Curran-Moore asked if the current draft policy is available for
public input. Officers shared that yes, they are sharing this policy with the

PAC, MAC and HRC then schools. After meeting with these stakeholders
then police department would put policy on website for input from the
public. There will also be a public hearing with the city council. Looking to
have the council meeting during the July city council meeting.
St. Louis Park Police Department is working with HRC Tuesday, March 13. It
would be beneficial to have members of the PAC.
Commisoner Howes spoke with HRC about meeting with PAC to connect on
BWC policy.
Commisioner McDaniel asked about how realistic it would be to submit data
at the end of each shift. Officers are currently looking in to different vendors
to make this process efficient. There are options to store data through
bluetooth via iPhone. Once the officer reaches the police station and reaches
wi-fi and automatically downloads to the data storage site.
The officers can only look at their own video. They cannot edit the videos.
Supervisors have access to the data for accountability and auditing purposes.
Commissioner asked whether or not the police department should move
forward with the policy when the city does not have many complaints. Chief
Harcey responded that we are at the point of moving forward with
developing policy.
Data is easily accessible for attorneys to obtain video evidence via link versus
having to wait for a thumb drive.
Commissioner Arneson suggested to add to “or when juveniles are being
recorded and there is no evidential value in recording the encounter” to
paragraph F of General Guidelines for Recording. Or possibly insert
somewhere in the policy. Officers shared that juveniles can be redacted from
the original video to protect privacy. The state treats juvenile data as
sensitive and is not release unless there is a request or if it is court ordered.
Commissioner Curran-Moore suggested adding auditing information to the
compliance section of the policy. St. Louis Park Police Department defines
who fits under the term “supervisor.”
Commssioner McDaniel suggested implementing an evaluation component to
the policy. Possibly looking at whether or not behavior among officers and or
citizens has changed because of the presence of a BWC.
Officer would like to review this policy on a yearly basis to ensure the policy is
effective and to see if any changes or additions to be made.

The PAC will develop a sub-group to work on the draft policy. Chief Harcey
would like to see the PAC come up with a final product that has been reviewd
by the police department, PAC, HRC and MAC. The final product would have
additions, recommendations or concerns. Officers would like to have a
document in April. PAC will get the police department the report shortly after
the May 2 PAC meeting.
Final costs of BWC is still unknown. Chief Harcey will provide PAC with update
when the information is available.
Commissioners Howes, McDaniel, Kukuk, Arneson and Kinney will make up
the sub-group for the BWC policy. The remaining commissioners will be
informed via email and PAC meetings and are able to provide feedback or
concerns. Lt. Parker will be available to answer questions the sub-group may
have.
Sub-group will have their first meeting on BWC on Thursday, March 15, 2018
at 7 p.m.
3.Planning/coordinating a 5K fundraiser – Commissioner McDaniel
Commissioner McDaniel provided updates on 5K planning. Sponsorships
are coming in. Need more people to sign up for the 5K.
4.2017 annual report
Commissioner Hamilton presented the PAC annual report at the annual
commissions meeting. Several commissioners were present in support.
City council member requested a PSA about the dangers of distracting
driving.
City council member also suggested to find a way to make sure the public
knows about the PAC. Possibly as a way to relay complaints from the public
to the police department.
City council members also suggested informal meetings with commission
representatives in order to keep everyone informed on work being done.
City council members asked that youth members on commissions think of
ways to encourage other youth to participate on commissions.
PAC needs to come up with ways on how to diversify St. Louis Park boards
and commissions.

Curently in the process looking for three community service officers,
interviews are starting. Looking to fill three police officer spots.
