Jon Parker, Chief Michael Harcey, Tom Kukuk, David Pacheco, Eli Curran- Moore, Michael Howes 1.Approval of November minutes – Commissioner Kukuk motion, Commissioner Pacheco 2nd. Commission approved. 2.Commission member election – Postponed until July meeting. Commissioner Pacheco motion to postpone until July meeting, Commissioner Curran-Moore 2nd. Commission approved. 3.Guest speakers a.Susan Niz (Allies of St. Louis Park) – Can no longer attend meeting. Will set up another meeting to attend. b.Roy Jeff and Adebisi Wilson – Community building and conversation- Can no longer attend meeting. 4.Planning/coordinating a 5K fundraiser – Commissioner Sackrison Commissioner Sackrison would like to have registration open by the end of January. Next steps are t-shirt distributor and final hard costs to be included in the registration fee. Comissioner Sackrison to provide list of possible sponsorship lists. 5.City council priorities for 2018 as it relates to the PAC – Chief Harcey Police department has been hosting discussions with city council. Have been able to move forward with body-worn camera policy. Do have funds for body-worn cameras. Police department have been having discussions with council for two years. After four sessions with council, they would like the department to come up with a policy. Chief Harcey has set forth a timeline of developing this policy. Chief Harcey would like the PAC to get citizen input. The IT division is going to put together a work group to start creating model policy. Policy will be presented to PAC to provide input, then PAC will take the policy to the MAC and HRC. Gather input from each group and provide feedback to Chief Harcey. State statute requires public meeting on policy before possible implementation. PAC members should plan on attending. This will take a greater time committement than meeting every other month. Chief Harcey will bring back draft policy to the March meeting for PAC to go over. Policy would also include dash cams. 6.Citizen surveys – Police data collection – Commissioner Kinney Commissioner Kinney shared there are not many updates. Commissioner Kinney met with Lt. Parker in December. Commissioner Kinney is going to put together draft proposal. 7.2017 annual report Need to report to council. PAC should prepare report. Deadline is at city council meeting. 8.Goals for 2018 To coincide with annual report. This has allowed for promotions for certain officers within the department. Department is starting recruitment at the end of January. Tom Kukuk motion to adjourn, David Pacheco 2nd.
